| 520 | |a 1- أن أهم الخطوات للحد من الفساد الإداري هي غرس الإيمان في النفوس وتربية النشء على الأخلاق الإسلامية. ٢- تربية النشء المسلم على الرقابة الذاتية. 3- من أسوأ صور الفساد الإداري تدخل الواسطة والمحسوبية في صميم العمل ومحاباة موظف دون آخر من غير النظر في كفاءته الوظيفية يشكل عائقا أمام كفاءة العاملين. 4- تفعيل دور المساءلة الإدارية من قبل الرئاسة الإدارية والاشرافية وعلى غرار مبدأ الأمر بالمعروف والنهي عن المنكر. 5- الاهتمام بترسيخ أخلاقيات الوظيفة العامة من خلال تنمية الوازع الديني لدى الموظفين. ٦- تفعيل مبدأ الجدارة في شغل الوظيفة العامة من خلال إجراءات دقيقة تعتمد على الكفاءة والاستحقاق. 7- بيان رحمة الله ولطفه بخلقه، حيث أرسل رسله بالهداية وحرضهم على جهاد المفسدين. |b Administrative corruption has evolved into a perilous epidemic that threatens societies. Over the past decades, its significance has grown steadily, and recent years have witnessed earnest endeavors by numerous governments to diagnose, delineate its prominent facets, and curtail its expansion. Although eradicating all forms of administrative corruption, such as bribery, nepotism, favoritism, and the manipulation of positions for personal gain, might seem arduous or even unattainable presently, the deleterious consequences it brings - leading to the loss of rights and moral values - underscore its urgency. Administrative corruption engenders a loss of confidence in administrative structures, impedes economic progress, and undermines ethical conduct among employees. Nevertheless, containing and restricting this phenomenon from further proliferation remains feasible. Islam has long opposed corruption, as evident from the Holy Qur’an's various verses that unequivocally condemn it. This research aims to elucidate the principal ways outlined in the Holy Qur’an's revered verses to mitigate administrative corruption. These approaches entail the instillation of Islamic values, the necessity to activate vigilance and accountability, and the cultivation of ethical work standards. In conclusion, I affirm that this research has been undertaken with diligence. While it does not claim to exhaustively address the facets of the issue or fully elucidate Islam's anticorruption policies, it endeavors to contribute to the ongoing discourse on this topic. | ||
