| المستخلص: | لقد بات العالم محكوما بالعديد من الاتفاقيات الدولية والإقليمية لحقوق الإنسان، وشبكة من الآليات لضمان تطبيقها. بالإضافة إلى الدساتير والتشريعات الوطنية التي تنص على حماية واحترام حقوق الإنسان. إلا أن مبدأ احترام حقوق الإنسان لا يسري على كل الشعوب وفي كل الظروف. حيث يتفاوت مدى احترام حقوق الإنسان من بلد إلى آخر، ارتباطا بطبيعة نظام الحكم، واحترام سيادة القانون، واستقلالية الجهاز القضائي، ودور مؤسسات المجتمع المدني. هذا التفاوت في احترام حقوق الإنسان بين الدول، ليس، مطلقا حيث تتعرض حقوق الإنسان لانتهاكات متعددة ومتواصلة في جميع دول العالم دون استثناء، مع وجود اختلافات نسبية في حجم الانتهاكات بين دولة وأخرى. تمثل حقوق الإنسان أساسا لا يمكن التفريط فيه لضمان كرامة الإنسان وحياته الكريمة. كما أضحت قضايا حقوق الإنسان في السنوات الأخيرة، محور اهتمام المجتمع الدولي، ولذلك فإن البحث الحالي يسعى إلى فهم وتحليل الآليات العربية المعنية بحماية حقوق الإنسان. The world is governed by numerous international and regional agreements on human rights, along with a network of mechanisms to ensure their implementation. Additionally, national constitutions and legislations stipulate the protection and respect of human rights. However, the principle of respecting human rights does not universally apply to all peoples and under all circumstances. The extent of respect for human rights varies from one country to another, depending on the nature of the governing system, the adherence to the rule of law, the independence of the judiciary, and the role of civil society institutions. This disparity in respecting human rights among nations is not absolute, as human rights face multiple and continuous violations worldwide, albeit with relative differences in the magnitude of violations from one country to another. Human rights are fundamental and non-negotiable, serving as the cornerstone to ensure human dignity and a decent life. In recent years, human rights issues have become a focal point of international concern. Therefore, the current research aims to comprehend and analyze the Arab mechanisms concerned with the protection of human rights. |
