| المستخلص: | أن أول مسألة يبحث عنها طلبة الجامعة هي البحث عن حقهم في الحصول على المواطنة والذي يلتقي مع مبدا أساسي كرسه القانون الدولي لحقوق الإنسان في أن المسؤولية الأولى عن احترام حقوق الإنسان تقع على عاتق الدولة، فالنهوض بها مسؤولية وطنية تقع بالدرجة الأولى على عاتق كل دولة إزاء مواطنيها في إطار احترام التزاماتها الدولية، وذلك لان المواطنة " علاقة بين فرد ودولة كما يحددها قانون تلك الدولة متضمنة مرتبة من الحرية وما يصاحبها من مسؤوليات وتسبغ عليه حقوقا سياسية مثل حقوق الانتخاب وتولي المناصب العامة. ونلاحظ انه بلا شك هناك من الطلبة من يعيش في وطنه وكأنه غريبا عنه، متخليا عن كل معاني المواطنة فيه، وإن هذا الشعور يتولد لدى البعض بسبب ظنهم واعتقادهم أن الوطن هو مجرد مزرعة يأخذون منه ويتنعمون بما فيه من خيرات بدون أن يقدموا مقابل ذلك الولاء والانتماء له، والحقيقة أن هذا الأمر يستدعي تغيير عقلية الكثيرين من الناس بحيث ينظرون إلى الوطن كأنه أب لهم يحتويهم ويقدم لهم الرعاية والحماية، وتعد التربية على حقوق الإنسان صيرورة أفقية تشمل كل الممارسات الوطنية التي تهتم بتنشئة المواطن والمواطنة لدى الشباب، وتنمية شخصياتهم الإنسانية بكل أبعادها الوجدانية والفكرية والاجتماعية والثقافية، وهي بذلك تستشرف المدى البعيد لكونها تهم الناشئة وأجيال المستقبل في أفق التشبع بثقافة حقوق الإنسان. لذا فان البحث الحالي جاء ليتقصى عن مفهوم حقوق المواطنة لدى طلبة الجامعة، ولقد استنتجت الدراسة الحالية عن طريق ما تم عرضه في الإطار النظري إلى أن مفهوم المواطنة لا يزال غير مدرك بشكل كاف لدى اغلب طلبة الجامعة من الشباب العراقي، فضلا عن أن هناك تباين في إدراك بعض إبعاده وغياب البعض الآخر وبخاصة بعدي التعددية والحرية والمشاركة السياسية. وكما أن تنمية المواطنة يعد هدفا أساسيا تسعى اليه جميع الحكومات والنظم السياسية في دول العالم المختلفة إذ تعليم المواطنة هدفا مرغوبا يساعد الإفراد على: - ا- أن يكونوا مواطنين مطلعين وعميقي التفكير يتحلون بالمسؤولية، ومدركين لحقوقهم وواجباتهم. ب- تطوير مهارات المشاركة والقيام بأنشطة إيجابية مسؤولة. ج- تشجيعهم على لعب دور إيجابي في مدارسهم وفي مجتمعهم وفي العالم. The first issue that university students search for is the search for their right to obtain citizenship, which meets a basic principle enshrined in international human rights law that the primary responsibility for respecting human rights rests with the state. its citizens within the framework of respecting its international obligations, because citizenship is "a relationship between an individual and a state as defined by the law of that state, including a degree of freedom and the accompanying responsibilities and conferring upon him political rights such as the rights to vote and hold public office. We note that there is no doubt that there are students who live in their homeland as if they were a stranger to it, renouncing all the meanings of citizenship in it, and that this feeling is generated by some because of their thought and belief that the homeland is just a farm from which they take and enjoy the bounties in it without offering in return for that loyalty and belonging. In addition, the truth is that this matter calls for changing the mentality of many people so that they see the homeland as a father to them, containing them and providing them with care and protection. Human rights education is a horizontal process that includes all national practices that are concerned with the upbringing of citizens and citizenship among young people, and the development of their human personalities in all their emotional, intellectual, social and cultural dimensions. Therefore, the current research came to investigate the concept of citizenship rights among university students, and the current study concluded through what was presented in the theoretical framework that the concept of citizenship is still not adequately understood by most of the Iraqi youth university students, in addition to that there is a discrepancy in Realizing some of its dimensions and the absence of others, especially the dimensions of pluralism, freedom and political participation. In addition, just as the development of citizenship is a basic goal that all governments and political systems seek in different countries of the world, as citizenship education is a desirable goal that helps individuals to: a-To be informed, thoughtful and responsible citizens who are aware of their rights and duties. b- Developing participation skills and carrying out responsible positive activities. C- Encouraging them to play a positive role in their schools, their community and the world. |
