| المستخلص: | هدفت الدراسة التعرف إلى مفهوم اللاجئ من حيث اللغة والاصطلاح، وبيان حقوق اللاجئ في القانون الدولي، ومعرفة مفهوم اللاجئ الفلسطيني، وتوضيح حقوق اللاجئين الفلسطينيين في قرار رقم (194)، وتتبع دور الموقف الأمريكي العام من قضية اللاجئين الفلسطينيين، وفضح محاولات إدارة الرئيس الأمريكي السابق "دونالد ترامب" في تصفية قضية اللاجئين، وإبراز تداعيات "صفقة القرن" على قضية اللاجئين الفلسطينيين، واعتمدت الدراسة على المنهج الوصفي التحليلي. توصلت الدراسة إلى عدة نتائج؛ أهمها: -إن القرارات الذي اتخذتها إدارة الرئيس "ترامب" بوقف عمل "الأونروا" وضعت منظمة الأمم المتحدة والقضية الفلسطينية أمام تحديات مصيرية ومعقدة. -إن الموقف الأمريكي جاء متماشيا مع الرؤية الإسرائيلية بتصفية قضية اللاجئين الفلسطينيين، إلا أن الموقف الفلسطيني الرسمي والشعبي والموقف العربي الإسلامي والدولي الداعم "للأونروا" ساهم في استقرارها نوعا ما، وعدم دفعها للانهيار الذاتي، -وقفت الولايات المتحدة الأمريكية كعادتها إلى جانب إسرائيل على حساب حقوق الشعب الفلسطيني وفي مقدمتها حق عودة اللاجئين، وحق الشعب الفلسطيني في تقرير مصيره، وإقامة دولتهم المستقلة وعاصمتها القدس. -خرجت الدراسة بعدة توصيات؛ أهمها: -هناك ضرورة ماسة لإيجاده جبهة قوية ووطنية وتشمل الكل الفلسطيني لمواجهة كل الاحتمالات الحاضرة والمحتملة القاضية بإنهاء عمل "الأونروا" وتصفية قضية اللاجئين الفلسطينيين. -زيادة تفعيل دائرة شؤون اللاجئين التابعة لمنظمة التحرير الفلسطينية ضمن مناطق "الأونروا" الخمس، مع تفعيل قوي للدور القانوني للدفاع حقوق اللاجئين، وتفعيل دور اللجان الشعبية لتشكيل حراك شعبي يمكن أن يكون جاهز للرد على أي التفاف أو إنهاء لعمل "الأونروا" وقضية اللاجئين. This study aimed to identify the concept of the refugee in terms of language and terminology, to explain the rights of the refugee in international law, to know the concept of the Palestinian refugee, to clarify the rights of the Palestinian refugees in Resolution No. (194), and "Donald Trump" in liquidating the refugee issue, and highlighting the repercussions of the "deal of the century" on the Palestinian refugee issue. Moreover, the study relied on the analytical descriptive approach. The study reached several results the most important of them: – The decisions taken by President Trump’s administration to stop the work of "UNRWA" have placed the United Nations and the Palestinian cause in front of crucial and complex challenges. – The American position came in line with the Israeli vision to liquidate the Palestinian refugee issue, but the official and popular Palestinian position and the Arab, Islamic, and international position in support of "UNRWA" contributed to its stability somewhat, and did not push it to self-collapse. – The United States of America, as usual, stood by Israel at the expense of the rights of the Palestinian people, the foremost of which is the right of return of refugees, the right of the Palestinian people to self-determination, and the establishment of their independent state with Jerusalem as its capital. – The study came out with several recommendations; the most important of them: – There is an urgent need to create strong and national front that includes all Palestinians to face all the present and potential possibilities that call for ending the work of "UNRWA" and liquidating the Palestinian refugee issue. – Increasing the activation of the Refugee Affairs Department of the Palestine Liberation Organization within the five "UNRWA" areas, with a strong activation of the legal role to defend the rights of refugees, and activating the role of the popular committees to form a popular movement that can be ready to respond to any detour or termination of the work of "UNRWA" and the refugee issue. |
