| المستخلص: | هدفت الدراسة إلى معرفة التحديات التي تواجه الإدارة المحلية في الأردن من وجهة نظر موظفيها، واستخدم الباحثون أسلوب المسح في تطبيق أداة الدراسة (الاستبانة) على المديرين ورؤساء الأقسام العاملين والموظفين المختصين العاملين في الإدارة المحلية، لتحقيق أهداف الدراسة، واستخدمت الدراسة نظرية نظرية النظم والاتصال، والنظرية البنائية الوظيفية. وخلصت الدراسة إلى مجموعة من النتائج، أهمها: -إن مستوى توافر مقومات العمل في الإدارات المحلية الأردنية التي من شأنها أن تسهم في فاعلية عملها كانت منخفضة وبنسبة بلغت (51%). -أن مستوى واقع الإدارات المحلية الإداري والمالي في الأردن من وجهة نظر عينة الدراسة كانت متوسطة وبنسبة بلغت (62%). -أن مستوى سياسيات واستراتيجيات وخطط إدارات العلاقات العامة للنهوض بالقطاع السياحي الأردني كانت متوسطة وبنسبة بلغت (62%). -أن مستوى سياسيات واستراتيجيات وخطط الإدارات المحلية للنهوض بالمجتمع الأردني من وجهة نظر عينة الدراسة كانت متوسطة وبنسبة بلغت (62%). The study aimed to know the challenges facing the local administration in Jordan from the point of view of its employees. The researchers used the survey method in applying the study tool (the questionnaire) to the managers, working department heads and specialized employees working in the local administration, to achieve the objectives of the study. The study used the theory of systems and communication theory, functional constructivist theory. The study concluded a set of results, the most important of which are: -The level of availability of the elements of work in the Jordanian local administrations that would contribute to the effectiveness of their work was low, at a rate of (51%). -The level of reality of the administrative and financial local administrations in Jordan from the point of view of the study sample was medium, with a percentage of (62%). -The level of policies, strategies and plans of public relations departments for the advancement of the Jordanian tourism sector was medium, at a rate of (62%). -The level of policies, strategies and plans of local administrations for the advancement of the Jordanian society from the point of view of the study sample was medium, at a rate of (62%). |
