| المستخلص: | قطاع الإنشاءات من القطاعات الاقتصادية الهامة بدولة الكويت إلا انه يعاني من ضعف الاهتمام بجودة مشروعات السكن الخاص والمباني الاستثمارية مما أدى إلى ظهور العديد من المشاكل التنفيذية بالمواقع المختلفة للمشروعات، ويهدف البحث إلى اكتشاف مستوى المعرفة والجدية في تطبيق نظم الجودة والأهمية النسبية لعناصر الجودة وصعوبات تطبيقها لطرح الحلول الممكنة لمشكلة تطبيق نظم الجودة بالمشاريع الخاصة بدولة الكويت، وقد اتبع الباحث المنهج الوصفي التحليلي من خلال استبانة لمستجيبين من الأطراف المعنية بالمشروعات. وقد تبين من نتائج البحث ضعف مستوى جودة المشروعات الخاصة نتيجة لعدم تأهل غالبية مقاولي السكن الخاص لتطبيق الجودة وعدم جدية الكثير من شركات المقاولات لتطبيق الجودة بجانب ضعف وعي مالكي المشروعات بأهمية الجودة وضعف التعاون والتنسيق بين الأطراف المشاركة في المشروع، بالإضافة إلى ضعف تشريعات الجودة الخاصة بالمنشآت، واتضح من البحث أن جودة التنفيذ والاستلام بالموقع والاختيار الجيد لمقاولي الباطن من اهم أسباب تحقق الجودة، بينما كان غياب أخلاقيات ممارسة المهنة من اقوى العوائق التي تحول دون تطبيق الجودة. وقد أوصى الباحث بان يتم إصدار قوانين تعزز من تطبيق سياسة الجودة وتفعيل تصنيف المقاولين وتراخيص العمالة الفنية والاختيار الجيد للمقاولين والاستشاريين للمشروعات وإعادة هيكلة شركات المقاولات لتضمين خطط الجودة، بجانب قيام الجهات المعنية بنشر ثقافة الجودة في الإنشاءات ودعم التنسيق والتعاون بين أطراف المشروع، بالإضافة إلى توحيد كود ومواصفات تصميم وتنفيذ المنشآت. The construction sector is one of the important economic sectors in the State of Kuwait, but it suffers from low interest in the quality of private housing projects and investment buildings, which led to the emergence of many execution problems in various project sites. The research aims to discover the level of knowledge and seriousness in the Implementation of quality systems, the relative importance of quality items and the difficulties of quality Implementation to suggest possible solutions to the problem of applying quality systems in projects for the State of Kuwait. The researcher has followed the descriptive analytical approach through a questionnaire to respondents from Project stakeholders. The research results showed that the level of private projects’ quality is low due to the lack of qualification of the majority of private housing contractors to implement the quality and the lack of seriousness of many contracting companies to implement the quality. Besides the low awareness of project owners about the importance of quality, poor cooperation and coordination between project stakeholders, in addition to low legislation of constructions quality. it was clear from the research that the quality of execution and inspections in construction site and the good choice of subcontractors is one of the most important reasons for achieving quality. While the absence of profession ethics is one of the strongest obstacles to the quality Implementation. The researcher recommended that laws be issued to enhance the implementation of the quality policy, activate the classification of contractors and licenses for technical workers, good selection of contractors and consultants for projects, restructure the contracting companies to involve quality plans, Besides publishing of quality culture in construction by the relevant authorities and support coordination and cooperation between Project stakeholders, in addition to Standardization of code and specifications for the design and execution of constructions. |
