| المستخلص: | هدفت هذه الدراسة إلى التعرف على المحددات الداخلية والخارجية المؤثرة في السياسة الخارجية، وقد استخدمت الدراسة المنهج الوصفي التحليلي للإجابة عن أسئلتها المتمثلة ببيان مفهوم السياسة الخارجية، وعرض المحددات المؤثرة على السياسة الخارجية، وتوصلت الدراسة إلى مجموعة من النتائج، منها: أن السياسة الخارجية هي مجموع نشاطات الدولة الناتجة عن اتصالاتها الرسمية مع مختلف فواعل النظام الدولي وفقا لبرنامج محكم التخطيط ومحدد الأهداف بغرض تغيير سلوكيات الدول الأخرى أو المحافظة على الوضع الراهن في العلاقات الدولية، مع الأخذ بعين الاعتبار محددات البيئتين الداخلية والخارجية، وأن المحددات الداخلية للسياسة الخارجية تشمل: المحددات الجغرافية، والمحددات البشرية، والمحددات الشخصية لصانع القرار، والمحددات السياسية، والاستقرار السياسي، والمحددات العسكرية، والمحددات المجتمعية التي تضم خصائص الشخصية القومية، والأحزاب السياسية، ومؤسسات المجتمع المدني، والرأي العام، بينما تتضمن المحددات الخارجية للسياسة الخارجية: طبيعة النظام الدولي، والمؤسسات الدولية، والعمليات السياسية الدولية، والبنيان الدولي. This study aimed to identify the internal and external determinants of foreign policy. The study used the analytical descriptive approach to answer its questions that represented in manifestation of the concept of foreign policy, and presentation of determinants affecting foreign policy. The study concluded that the foreign policy is the sum of the state's activities resulting from its official contacts with various international organizations according to a well-planned and targeted program aimed at changing the behaviour of other countries or maintaining the status quo in international relations taking into consideration the determinants of the internal and external environment, and that the internal determinants of foreign policy include: geographical determinants, human determinants, personal determinants of decision makers, political determinants, political stability, military determinants and societal determinants that include characteristics of national personality, political parties and civil society institutions, and Public opinion, while external determinants of foreign policy include: the nature of the international system, international institutions, international political processes and international architecture. |
