| المستخلص: | هدفت هذه الدراسة إلى الكشف عن مفهوم حروب الطقس ونشأتها وبيان ماهية العلاقات الدولية وأهم وأبرز مبادئها، ومن ثم التعرف على دور حروب الطقس في العلاقات الدولية، ولتحقيق أهداف الدراسة، فقد استند الباحث للتكامل المنهجي المكون من منهج النظام الدولي ومنهج تحليل النظم، أن حروب الطقس ظهرت نتيجة التأثيرات الكيميائية على الطقس وهي ما تسمى بالكيمتريل، وهي عبارة عن مزج عنصري أكسيد الألمنيوم وأملاح الباريوم، والتي استخدمت لغايات الحفاظ على البيئة واستمطار الغيوم وتقديم المنفعة للجميع، وأن حروب الطقس هو مصطلح يشير إلى استخدام الكيمتريل للتأثير على الطقس والطبيعة والمناخ في دولة أو عدة دول لغاية إضعافها اقتصاديا، وتنمويا واجتماعيا وإنسانيا، ومن ثم انهيارها، وأظهرت نتائج الدراسة أن العلاقات الدولية لا تشمل الدول فحسب بل تشمل أيضا الهيئات والمنظمات الدولية، والكيانات ذات الأنشطة المختلفة في عدة دول أيضا، وفق مبادئ محكمة تفضي إلى تحسين العلاقات الدولية بشكل كبير، وأن حروب الطقس هي ذات ارتباط سلبي مع العلاقات الدولية لما تسببه من نزاعات بين الدولة المستخدمة لكيمتريل والدول المتأثرة وقد يصل النزاع بينهم إلى فترات زمنية طويلة، كما أن حروب الطقس تستخدم للإطاحة بالعلاقات بين دولتين أو أكثر من قبل دولة بعيدة أو ذات أطماع في إحداث خلل في علاقات تلك الدول، كما أن اللجوء لحروب الطقس هو أمر يتنافى مع كافة الأنظمة والقوانين والهيئات الدولية التي حرمت استخدام هذا النوع من الحروب أهمها منظمة الأمم المتحدة، وقد أوصت الدراسة بضرورة تخصيص قوانين ناظمة وضابطة لظاهرة حروب الطقس، وضرورة إنشاء هيئات دولية تتبع للأمم المتحدة تعنى بالعمل وفق الكيمتريل وكيفية تسييره بطرق سلمية، وحظره عن الأنظمة السياسية والدول بشكل عام، مع انطواءه تحت مضلة الأمم المتحدة ومراقبتها. This study aimed to uncover the concept of weather wars and their origins, explain what international relations are and the most important and prominent principles thereof, and then identify the role of weather wars in international relations. And to achieve the objectives of the study, the researcher relied on the systematic integration consisting of the international system approach and the systems analysis approach. The weather wars appeared as a result of chemical effects on the weather, which is called cimetrile, which is a mixture of two elements of aluminum oxide and barium salts, which were used for the purposes of preserving the environment, raining clouds and providing benefit to all. And that weather wars is a term that refers to the use of chemitrile to affect the weather, nature and climate in a country or several countries for the purpose of weakening them economically, developmentally, socially and humanely, and then their collapse. The results of the study showed that international relations do not include countries only, but also include international bodies and organizations, and entities with different activities in several countries as well, in accordance with tight principles conducive to improve international relations in a large way, and that the weather wars are negatively linked with international relations because of the conflicts they cause between the country that uses cimitril and the affected countries, and the conflict between them may reach long periods of time, just as weather wars are used to overthrow relations between two or more countries by a distant country or with ambitions to cause a disruption in the relations of those countries, and resorting to weather wars is a matter that is inconsistent with all international laws, regulations and bodies that have prohibited the use of this type of wars, the most important of which is the United Nations, and the study recommended the necessity to allocate laws governing and controlling the phenomenon of weather wars, and the necessity of establishing international bodies affiliated with the United Nations concerned with working according to the chemtrail and how it is conducted in peaceful ways, and banning it from political regimes and states in general, with its inclusion under the umbrella of the United Nations and watch them. |
