| المستخلص: | هدفت هذه الدراسة إلى تحديد ماهية الذكاء الاصطناعي ونشأته، وبيان العلاقات الدولية وأبرز النظريات المفسرة لها، والكشف عن مدى وجود علاقة مؤثرة بين الذكاء الاصطناعي من جهة والعلاقات الدولية من جهة أخرى، ولتحقيق هذه الأهداف، فقد استند الباحث للمنهج الوصفي التحليلي، والمنهج التاريخي. تمثلت نتائج الدراسة في أن أنظمة الذكاء الاصطناعي هي أنظمة ذات قدرات فائقة ونتيجة جهود بحثية وتطبيقية عبر مراحل مختلفة من التاريخ تسعى إلى أن تكون ذات تأثير فاعل على مستويات مختلفة أهمها مستوى العلاقات الدولية، وأن لهذه الأنظمة أثرا سلبيا ارتبط بطبيعة استخدام هذه الأنظمة، والتي أدت إلى إحداث توترات سياسية في العلاقات الدولية من خلال استخدامها في التجسس على دول ما، وتدخلات دولية في مجريات الحياة التشريعية لدول أخرى. وكشفت الدراسة أن الاستخدام الأمثل لنظم الذكاء الاصطناعي أدى إلى وجود علاقات ودية بين كثير من دول العالم من خلال انخراطها بالأعمال التطويرية للأنظمة الذكية، ومحاولة الاستفادة منها في تسيير مصالحها على الصعيد الاقتصادي والسياسي والأمني والثقافي. وأظهرت الدراسة أن العلاقات الدولية هي علاقات قديمة قدم الإنسان نفسه، ظهرت في المجتمعات القديمة وتطورت حتى أصبحت سمة من سمات العصر الحديث، وأن من أبرز النظريات المفسرة للعلاقات الدولية هي النظرية المثالية، والنظرية الواقعية، والنظرية الليبرالية، جميعها تلتقي مع طبيعة استخدام نظم الذكاء الاصطناعي فائقة القدرات الذكية. This study aimed to determine what artificial intelligence is and its origin, to explain international relations and the most prominent theories explaining it, to reveal the extent of an influential relationship between artificial intelligence on the one hand and international relations on the other hand, and to achieve these goals, the researcher relied on the descriptive and analytical method, and the historical method. The results of the study are that artificial intelligence systems are systems with superior capabilities and as a result of research and application efforts through different stages of history that seek to have an effective impact at different levels, the most important of which is the level of international relations, and that these systems have a negative impact related to the nature of the use of these systems, which led To creating political tensions in international relations by using them to spy on certain countries, and international interference in the course of legislative life of other countries. The study revealed that the optimal use of artificial intelligence systems has led to friendly relations between many countries of the world through their involvement in the development work of smart systems, and trying to benefit from them in the conduct of their interests at the economic, political, security and cultural levels. The study showed that international relations are ancient relations as old as man himself, appeared in ancient societies and developed into a feature of the modern era, and that among the most prominent theories explaining international relations is the ideal theory, the realistic theory, and the liberal theory, all of which meet the nature of using artificial intelligence systems.
