| 520 | |a يسهم القطاع الخاص بالتعاون مع المؤسسات الحكومية في تحسين وتطوير المنظومة التعليمية وذلك من خلال توفير مصادر التعلم والبنية التحتية والموارد المادية اللازمة لإجراء المشروعات التدريبية، والتدريبات العملية بمختلف أنواعها وذلك لجعل التعليم أكثر كفاءة وارتباطا بواقع سوق العمل. ويتضح دور القطاع الخاص في تعزيز اقتصاديات التعليم العالي في العديد من المجالات؛ منها تمويل التعليم بأشكاله المختلفة كالتمويل الذاتي حيث تدعم الدولة الجامعات بطريقة مباشرة وغير مباشرة عن طريق المنح والقروض، بالإضافة إلى التركيز على المشاركة من الدولة والقطاع الخاص، ومنظمات المجتمع المدني ومؤسساته غير الحكومية. ويعد عبء تمويل التعليم العالي مسؤولية المجتمع المدني ومؤسساته غير الحكومية، وبدعم من الحكومة. لذلك يجب أن يكون الاستثمار فيه مسؤولية مشتركة بين الدولة والقطاع الخاص، ومؤسسات المجتمع المدني والأهلي، ومنظماته غير الحكومية. لذلك يهدف البحث لتوضيح سبل زيادة فعالية التعليم الخاص بالتعاون بين الحكومة المصرية والقطاع الخاص في تحسين خدمات التعليم الجامعي المصري والنهوض به، ورفعة جودة الطالب الجامعي بما يتلائم مع متطلبات سوق العمل المصري، وذلك بتحليل الوضع الراهن للقطاع وتحدياته، مع عرض بعض آليات هذا التعاون في ضوء التجارب الدولية، وكيفية تطبيقها في مصر. وفي ضوء ذلك، تم طرح عدد من البدائل وسبل تطبيقها في مصر، في إطار أهمية التعاون بين الدولة والقطاع الخاص في تطوير التعليم الجامعي الخاص في مصر بمشاركة الطلاب لأنهم من يتحمل تكلفة هذا التعليم من حيث الجودة وفرص العمل في ظل عدد من السياسات الداعمة، وذلك للوقوف على مستقبل التعليم الخاص في مصر في ضوء تحليل الفرص والتحديات. |b The private sector, in cooperation with government institutions, contributes to the improvement and development of the educational system, by providing learning resources, infrastructure and material resources necessary to conduct training projects and practical exercises of all kinds, in order to make education more efficient and linked to the reality of the labor market The role of the private sector in promoting the economics of higher education is clear in many areas, including financing education in its various forms, such as self-financing, where the state supports universities directly and indirectly through grants and loans, in addition to focusing on the participation of the state and the private sector, civil society organizations and its non-governmental institutions. The burden of financing higher education is the responsibility of civil society and its non-governmental institutions, with the support of the government. So, this research aims to clarify ways to increase the effectiveness of private education in cooperation between the Egyptian government and the private sector in improving and advancing Egyptian university education services, and raising the quality of university students in line with the requirements of the Egyptian labor market, by analyzing the current situation of the sector and its challenges, while presenting some mechanisms of this cooperation in the light of International experiences, and how to apply them in Egypt. In light of this, a number of alternatives and ways of applying them in Egypt were put forward, within the framework of the importance of cooperation between the state and the private sector in developing private university education in Egypt and with the participation of students. Because they bear the cost of this education in terms of quality and job opportunities; under a number of supported policies; standing on the future of private education in Egypt in the light of analyzing opportunities and challenges. | ||
