| المستخلص: | اتخذت الدول ومنها الجزائر تدابير وقائية بعد انتشار وباء كورونا وتسجيل نسبة كبيرة من المصابين وارتفاع حصيلة الوفيات، ففرضت الحكومة على الأفراد الحجر الجزئي والكلي من أجل الحد من الانتشار والعدوى بالفيروس، فأثرت هذه التدابير على السير الحسن لبعض المرافق فمنها من تعطل كمرفق النقل، ولكن توجد مرافق أساسية لا يمكن الاستغناء عن خدماتها ويجب تقديمها بصفة مستمرة وبدون انقطاع. اعتمدت الدول على تقديم الخدمات الرقمية من أجل ضمان استمرارية تقديم الخدمات من جهة ووقاية الموظفين والأفراد من الوباء، والحفاظ على صحتهم وحياتهم من جهة أخرى، ومن بين هذه الآليات الخدمات الصحية الإلكترونية التعليم عن بعد وأيضا آلية التقاضي عن بعد، فرغم تأثر الأوضاع الاقتصادية والاجتماعية بفيروس كورونا وتراجع اقتصاد البلاد، إن استحداث هذه الآليات الإلكترونية مكنت الأفراد من الحصول على الخدمات بصفة مستمرة وبطريقة آمنة. All the countries like Algeria has taken preventive measures following the spread of the coronavirus pandemic, due to the recording of a large proportion of infected individuals and a high number of deaths as a result the government imposed the partial and total quarantine to reduce the spread of the virus, these measures has affected the proper functioning of some public utilities like the disruption of transport service, but there are some utilities that we can’t dispense it, and it should be provided continuously and without interruption. The state relied on the provision of digital services and to ensure the continuing of service delivery from a side and the other side to prevent employees and individuals from the epidemic for example the e-health services, the e-learning, the distance litigation in order to better manage and minimal staffing and use of harnessing were ensured. Although economic and social conditions are affected by the coronavirus and the country's economy is declining, the introduction of these electronic mechanisms has enabled individuals to access services continuously and safely. |
