| المستخلص: | يعتبر التخطيط السياحي من أهم أدوات التنمية السياحية المعاصرة، التي تهدف إلى زيادة الدخل الفردي الحقيقي والقومي، وإلى تنمية حضارية شاملة لكافة المقومات الطبيعية والإنسانية والمادية في البلاد، ومن هنا فالتخطيط السياحي يعتبر ضرورة من ضرورات التنمية المستدامة الرشيدة الذي يمكن الدول خصوصا النامية منها من أن تواجه المنافسة في السوق السياحية الدولية، وبالتالي فإن تخطيط التنمية السياحية يعتبر جزءا لا يتجزأ من خطة التنمية الاقتصادية والاجتماعية الذي يقتضي إلزام كافة الوزارات والأقاليم والأجهزة والإدارات الحكومية وغير الحكومية بتنفيذ السياسة التنموية السياحية حيث ارتبط ظهور التخطيط السياحي وتطوره وكذلك أهميته ببروز السياحة كظاهرة حضارية سلوكية من ناحية وظاهرة اقتصادية واجتماعية من ناحية أخرى، وقد حظيت السياحة المعاصرة كنشاط إنساني بأهمية واعتبار كبيرين لم تحظ بهما في أي عصر من العصور السابقة، حيث نجم عن النشاطات السياحية الكثيفة نتائج وآثار اقتصادية واجتماعية وثقافية وبيئية وعمرانية كان لها أثر عظيم وواضح في حياة المجتمعات والشعوب في عصرنا الحاضر، الأمر الذي استدعى توجيه الاهتمام إلى ضرورة تنظيم وضبط وتوجيه وتقييم هذه النشاطات للوصول إلى الأهداف المرجوة من خلال أسلوب التخطيط السياحي. Tourism planning is considered one of the most important tools of contemporary tourism development, which aims to increase real per capita and national income, and a comprehensive civilized development of all natural, human and material components in the country. Facing competition in the international tourism market, and therefore tourism development planning is an integral part of the economic and social development plan, which requires obligating all government and non governmental ministries, regions, agencies and departments to implement the tourism development policy, as the emergence and development of tourism planning as well as its importance has been linked to the emergence of tourism as a behavioral cultural phenomenon. On the one hand and an economic and social phenomenon on the other hand, contemporary tourism, as a human activity, has gained great importance and consideration that it did not have in any of the previous eras, as the intensive tourism activities resulted in economic, social, cultural, environmental and construction results and effects that had a great and clear impact on the lives of societies and peoples in Our present era, which called attention to the necessity Organizing, controlling, directing and evaluating these activities to reach the desired goals through the method of tourism planning. |
