| المستخلص: | تتناول الدراسة موضوع الآليات القانونية المستخدمة في استراتيجيات مكافحة جرائم الفساد الإداري للموظف العام، من خلال استعراض ماهية جرائم الفساد الإداري، وصورها، والأسباب المؤدية إلى ارتكابها، والآثار المترتبة عليها، والآليات التقليدية المستخدمة لمكافحتها، ومدى فاعليتها في الحد منها. ومن ثم الانتقال لعرض بعض الآليات القانونية الفعالة من وجهة نظر الباحث والتي يرى لزوم تضمينها استراتيجيات الأنظمة الإدارية لمكافحة جرائم الفساد الإداري، والتي تتمثل في تطبيق نظامي الحكومة الإلكترونية، وحوكمة المؤسسات الإدارية، وذلك من خلال بيان ماهية هذين النظامين، ومزايا تطبيقهما، ومدى فاعليتهما في الحد من جرائم الفساد الإداري، وتقييم جهود المملكة العربية السعودية في مجال العمل بهما. The study deals with the issue of legal mechanisms that can be used in strategies to combat administrative corruption crimes for the public servant, by representing what is meant by administrative corruption crimes, their forms, the reasons leading to their occurrence, their effects, and the typical mechanisms used to combat it and its effectiveness in reducing administrative corruption crimes. Then turning to represent some effective legal mechanisms from the researcher’s point of view, which he believes should be used in combating administrative corruption crimes, represented in the application of the e-government systems and the governance of public sector institutions, by explaining the nature of these systems, the advantages that are achieved from their application, and the extent of their effectiveness in reducing administrative corruption crimes, and evaluating the efforts of the Kingdom of Saudi Arabia in this field. |
