| المستخلص: | يعتبر الإرهاب المعلوماتي ظاهرة اجتماعية، سياسية وقد يشكل تهديدا بالغ الخطورة على أمن ومصالح الدول والأفراد، وإن قيام الإرهابيين باستخدام تقنيات المعلومات الحديثة يؤدى إلى توسيع قدراتهم التدميرية بشكل كبير، وأثارة الهلع والخوف الدائم بين الناس. إن توظيف الإرهابيين للتطور التقني العالي في العصر الرقمي الحديث قادر على خلق أزمة منهجية للمجتمع الدولي بأسره، خاصة في الدول المتطورة تكنلوجيا التي تستخدم وسائل الحاسوب الآلي لمعالجة المعلومات وتخزينها مما يجعلها عرضة لتلك الهجمات الإرهابية خاصة على أنظمتها الإدارية المدنية منها والعسكرية، وكذلك على أنظمتها المالية والمصرفية بالإضافة إلى وسائل الاتصال عبر الفضاء الخارجي. وناتج هذا إلى ضعف القدرات والإمكانيات الفنية والقانونية على الصعيد الوطني والدولي لمكافحة هذه الجرائم. لذا يتطلب ذلك إيجاد آليات تقنية حديثة وتعاون دولي للقضاء أو للحد على أقل تقدير من هذه الجرائم. Information terrorism is a social and political phenomenon and may pose a very serious threat to the security and interests of states and individuals, and that the use of modern information technologies by terrorists leads to a significant expansion of their destructive capabilities, and incites panic and constant fear among people. Terrorists' employment of high-tech development in the modern digital age is capable of creating a systemic crisis for the entire international community, especially in technologically advanced countries that use computer means to process and store information, making them vulnerable to terrorist attacks, especially on their administrative systems, both civil and military. You oppressed her Finance and banking, in addition to the means of communication through outer space. This resulted in weak technical and legal capacities and capabilities at the national and international levels to combat these crimes. Therefore, this requires finding modern technical mechanisms and international cooperation to eliminate or at least reduce these crimes. |
