| المستخلص: | إن الكوارث الطبيعية بشكل عام والزلازل بشكل خاص هي ظواهر معقدة قادرة على تحطيم مجتمعات بأكملها. يمكن النظر إلى تلك الظواهر على أنها "أحداث مركزة"، فإنها تكشف نقاط الضعف والقوة في الأنظمة والمجتمعات السياسية ككل لأنها تساعد في كشف العقد الاجتماعي الذي يربط الناس بالسلطة السيادية. تهدد الزلازل الوضع الراهن ويمكن أن تغرق أو على العكس من ذلك، تعزز شرعية الحكومة، اعتمادا على نوعيتها. ولكن في العقود الماضية، تصاعدت تقارير وأبحاث متخصصة وتفسيرات مختلفة عن الكوارث الطبيعية المصطنعة وحروب الطقس الحديثة التي استخدمتها القوى الكبرى للسيطرة والهيمنة الشاملة على النظام العالمي بل والفضاء الخارجي في محاولة لفرض أدوات جديدة لإخضاع الأنظمة والمجتمعات السياسية الأخرى لمصالحها ورؤيتها حول تشكيل عالم جديد. وعليه، تسعى هذه الورقة لفهم تكنولوجية وتقنيات التعديل البيئي أو التدخل والتلاعب في الطقس كأدوات حرب حديثة في ظل بنية النظام العالمي الجديد الذي تتسابق فيه القوى المسيطرة على امتلاك قدرات فائقة تمكنهم من مضاعفة قوتهم وتحقيق مصالحهم على نحو منفرد دون الانخراط في قتال ميداني فعلى حقيقي من خلال الجنود أنما استخدام الطبيعة والطقس من خلال التلاعب بخصائصهم الثابتة وتغييرها على نحو يمكن له أن يدمر مجتمعات بأكملها دون الحاجة إلى حتى تحريك دبابة واحدة. وبالتالي، تطرح الورقة تساؤلات حول السرديات والتفسيرات المتنامية على وسائل التواصل الاجتماعي حول ما إذا كان زلازل تركيا وسوريا الأخيرة بفعل بشري كسلاح تكتوني طقسي عقابي. وهذا يتطلب تفسير متخصص حول ماهية الأسلحة الطقسية الحديثة وكيف انخرطت وطورت الأجهزة الاستخبراتية والأمنية الأمريكية الكبرى لتلك النوعية من الأسلحة الحديثة ولماذا؟ وذلك لمحاولة التحقق من دلالات وأغراض وتأثيرات مثل هذه الأسلحة على العالم والبشر خلال السنوات القليلة القادمة. Natural disasters in general and earthquakes in particular are complex phenomena that are capable of shattering entire societies. These phenomena can be viewed as "central events", as they reveal the advantages and disadvantages of political systems and societies as a whole because they help to examine the social contract that binds people to sovereign power. Thus, Earthquakes can threaten the status quo or, conversely, reinforce the legitimacy of the government, depending on its powers. However, in the past decades, technical reports, research, and various interpretations have investigated the artificialization of natural disasters and contemporary weather wars that have been employed by the superpowers to manipulate and dominate the global system and even outer space in an attempt to impose new mechanisms to subjugate other political systems and local societies to their political interests and public vision about the reconstruction of a new world order. Hence, this paper seeks to understand the weather modification system, the geoengineering techniques of weaponizing the weather, and interference and manipulation of the weather as modern warfare tools in light of the current construction of a new world order in which the dominant powers are predatorily racing to possess superior capacities. Further, possession of those superior capacities will enable them to multiply their influence and accomplish their political interests individually without engaging in real traditional field combat through soldiers but exploiting nature and weather by manipulating and changing its fixed peculiarities in a way that can destroy entire societies without the need to even move a single tank. Thus, the paper questions the widespread narratives and popular interpretations on social media about whether the last 2023 earthquakes in Turkey and Syria were human-induced and artificially made as a punitive weather tectonic weapon. This requires a technical illumination on what new weather weapons are and how the major US intelligence and security services got involved and developed this type of new weapon and why? This is to attempt to ascertain the implications, purposes, and consequences of such weapons on the world and people over the next few years. |
