| المستخلص: | تسعى هذه الورقة إلى التحقيب لإرهاصات بروز مشكل الصحراء وتنطلق من جرد مختلف الأحداث والوقائع التي تعاقبت على هذا النزاع، منذ ارتباطه باستكمال الوحدة الترابية أمام المستعمر الإسباني إلى لحظة بروز مابات ينعت "بالبوليساريو"، إذ تحاجج في كون مغربية الصحراء تعود إلى حجج ظلت ثابتة على مر الأزمان وارتبطت في شمولياتها بحجج قانونية وسياسية واجتماعية وتاريخية، بالموازة مع ذلك تركز أيضا على المسار الذي قطعه الملف منذ دخوله لمنظمة الوحدة الإفريقية وتعرقل مسلسل المفاوضات إلى لحظة تبني الأمم المتحدة الملف واسئناف مسار البحث عن حل للتسوية. This paper seeks to shed light on the emergence of the desert problem. Meanwhile, it starts from an inventory of the various events and incidents that followed this conflict, from its connection to the completion of the territorial integrity of the Spanish colonizer to the moment of the emergence of what was described as the "Polisario". As it argues that the Sahara is Moroccan, it goes back to arguments that have remained constant over time and were linked in their comprehensiveness to legal, political, social and historical arguments. In parallel, however, it also focuses on the path that the file has taken since it entered the Organization of African Unity, and obstructs the series of negotiations until the moment the United Nations adopts the file and resumes the search for a settlement solution. |
