| المستخلص: | يعد القطاع الخاص وسيلة للنمو والتطور الاقتصادي ومواجهة الأزمات الاقتصادية التي تعاني منها كثير من الدول فيعتبر من الأدوات المهمة في الإصلاح الاقتصادي الذي من خلاله يستعيد الاقتصاد نشاطه وفاعليته عن طريق بث روح المبادرة للأفراد والمنافسة بين القوة المنتجة، والعمل على تحسين الاقتصاد الوطني والقضاء على البطالة. إن تفعيل ونجاح دور القطاع الخاص في العراق، لا بد أن يكون ضمن أطر وضوابط وسياسات رشيدة وشمولية غير مجتزأ، يتم من خلالها وضع أهم المعالجات التنموية التي تخدم الاقتصاد العراقي وتساعد على القضاء على البطالة، وكذلك العمل على تشجيع وتفعيل وبيان أهمية دور القطاع الخاص جنبا إلى جنب مع القطاع العام في إدارة الأنشطة الاقتصادية، وعدم تفرد القطاع العام في تمويل واستثمار القطاعات الاقتصادية. بناء على ما سبق نجد في جميع دول العالم مساحات واسعة ومختلفة للقطاع الخاص في جميع المجالات، وهذا ليس بجديد ولكن الذي ركزت عليه في بحثي، واقع القطاع الخاص في العراق وما يعانيه من معوقات وتحديات وعدم وضوح الرؤيا، مع ذكر بيان أهميته وأهدافه وسبل النهوض وبعض التوصيات. The private sector is a means of economic growth and development and facing the economic crises that many countries suffer from. It is considered one of the important tools in economic reform through which the economy regains its activity and effectiveness by spreading the spirit of initiative to individuals and competition between the productive force, and working to improve the national economy and eliminate unemployment. The activation and success of the role of the private sector in Iraq must be within rational and inclusive frameworks, controls and policies, through which the most important developmental solutions that serve the Iraqi economy and help eliminate unemployment are put in place, as well as work to encourage, activate and demonstrate the importance of the role of the private sector along with Together with the public sector in managing economic activities, and not excluding the public sector in financing and investing in economic sectors. Based on the foregoing, we find in all countries of the world wide and different areas for the private sector in all fields, and this is not new, but what I focused on in my research is the reality of the private sector in Iraq and what it suffers from obstacles, challenges and lack of clarity of vision, with a statement of its importance, objectives, ways of advancement and some recommendations. |
