| 520 | |a يعد نظام الحكومة الإليكترونية مرحلة متقدمة من مراحل تطبيق برنامج معلوماتي معرفي شامل ولا يمكن تطبيقها ابتداء وذلك لما تحتاجه من تهيئة على المستوى الفني والسياسي والاقتصادي والتعليمي. ونظرا لما انتجته تقنية المعلومات والاتصالات من دقة في تعاملاتها المالية والاقتصادية وهو الأساس الذي تستند عليه الحكومة الإليكترونية، لذلك فان بإمكانها أن تسهم بشكل مباشر في تحسين مستوى الإصلاح السياسي في مؤسسات الدولة. وبما أن قضية الإصلاح السياسي المؤسسات الدولة وخاصة مؤسسات القطاع العام تعد من القضايا ذات الاهتمام البالغ بالنسبة للباحثين السياسيين والإداريين على حد سواء فان البحث يحاول أن يجد ارتباطا منطقيا بين تطور العمل الإداري إليكترونيا وصولا إلى مقومات تطبيق نظام الحكومة الإليكترونية لمؤسسات الدولة واعتمادها كنسق روتيني في تعاملاتها اليومية والربط بين تحقيق إصلاح إداري وسياسي شامل دون الحاجة إلى بذل مزيد الجهود في تغيير القيادات الإدارية والسياسية والتي يصعب التنبؤ بسلوكها الإصلاحي داخل مؤسسات الدولة، كذلك فان ما توفره الحكومة الإليكترونية من نظام رقابي متقدم وحيادي إلى حد كبير ينهي ما تعاني منه أنظمة الرقابة السياسية والإدارية من خلل وتحيز ومحسوبية في تقييم أداء مؤسسات الدولة. وعليه فإن البحث يؤكد على محاولة إثبات فرضية أساسية تتعلق بوجود علاقة إيجابية بين تطوير نظام الحكومة الإليكترونية وزيادة الإصلاح السياسي في مؤسسات الدولة، وذلك من خلال التأكيد على مجموعة من المعطيات الأساسية التي تربط بين متغيري البحث والتي سيجري مناقشتها بصورة تفصيلية عبر مراحل البحث. |f The e-government system represents an advanced stage in implementing a comprehensive information program, and its implementation is not feasible from the outset due to the necessary preparations at technical, political, economic, and educational levels. Given the precision achieved by information and communications technology in financial and economic transactions, which form the foundation of e-government, it can directly contribute to improving the level of political reform in state institutions. The issue of political reform, particularly within public sector institutions, is of great interest to political and administrative researchers alike. This research aims to establish a logical connection between the electronic development of administrative processes, leading to the implementation of the electronic government system in state institutions and its adoption as a routine system in daily dealings. It explores the link between achieving comprehensive administrative and political reform without the need for further efforts in changing administrative and political leaders, whose reform behavior is challenging to predict within state institutions. Furthermore, the advanced and largely neutral oversight system provided by e-government eliminates the imbalance, bias, and favoritism that often plague political and administrative oversight systems when evaluating the performance of state institutions. Therefore, this research emphasizes the attempt to substantiate a fundamental hypothesis regarding the existence of a positive relationship between the development of the e-government system and the increase in political reform within state institutions. This will be supported by a set of fundamental data linking the two research variables, which will be discussed in detail throughout the stages of the research.
