| المستخلص: | يواجه المعنيون مشكلات إدارية كثيرة تتمثل جملتها في التوصل لكيفية الارتقاء بمستوى العمل الإداري، وعملية التهيؤ لمختلف البطولات الأولمبية التي تعد واحدة من اهم العقبات التي تواجه الاتحادات الرياضية كون عامل توفير البيئة الإدارية المناسبة يعد هو الأكثر صعوبة من جانب، ومن جانب آخر هناك المدة الطويلة للتهيؤ للأعداد يتطلب تعاون إداري طويل الأمد مما تقدم قام الباحث بالتعرف: 1- بناء مقياس الإدارة بالأهداف لأعضاء الهيئات الإدارية للاتحادات الرياضية المركزية في العراق حدد الباحث مجتمع بحثه بأعضاء الهيئات الإدارية للاتحادات الرياضية المركزية غير الأولمبية في العراق البالغ عددهم (144) إداريا، وقام الباحث بعرض مجالات وفقرات المقياس الإداري على الإداريين مجتمع البحث بالكامل، وتم استعمال الحقيبة الإحصائية (SPSS). لمعالجة النتائج. أهم الاستنتاجات: - 1- اعتماد الإداريين وفق الأسس الظاهرية كان موفقا نوعا ما، وهذا امر طبيعي نظرا للنتائج المتقدمة التي يحققها لاعبونا، وجاءت هذه الدراسة لتدعم جهود الإداريين الذين اعتمدوا (المقاييس التقديرية). وجاءت اهم التوصيات كالاتي: - تعميم نتائج هذه الدراسة على الأندية والاتحادات غير الأولمبية واستخدامها كمؤشرات للتقدم الإداري.
