| المستخلص: | هدفت الدراسة تناول العلاقة بين جهاز الأمن العام (الشرطة) وبين وسائل الإعلام وسبل تعزيزها، والأسباب التي تؤثر في العلاقة ما بين جهاز الأمن العام ووسائل الإعلام، والوسائل والأساليب التي يمكن من خلالها تقوية هذه العلاقة، وتفعيل وسائل الإعلام للقيام بدور أكثر فاعلية مع جهاز الشرطة في منظومة الأمن والاستقرار. وبعد البحث والتحليل توصلت الدراسة إلى عدد من النتائج أهمها ما يلي: 1- ضعف العلاقة بين أجهزة الشرطة والأمن من جهة وبين وسائل الإعلام من جهة أخرى، وتوترها في بعض الأحيان، وضعف التنسيق بينهما لخلق مناخ من التفاهم تجاه القضايا الأمنية المعاصرة. 2- ضعف التزام العاملين في وسائل الإعلام بمواثيق الشرف الإعلامي والصحفي باعتبارها قواعد ترشد الممارسة المهنة، وتقود إلى الالتزام بأخلاقيات العمل الصحفي والإعلامي. 3- عدم فهم بعض العاملين في وسائل الإعلام لمفهوم الحرية الإعلامية بشكل عام، ومفهومها في الإسلام على وجه الخصوص، وعدم وجود معرفة كافية بحدودها وضوابطها القانونية والشرعية والأخلاقية. 4- وجود كثير من الكوادر البشرية العاملين في مجال الإعلام الأمني غير مؤهلين بما فيه الكفاية لممارسة العمل الإعلامي، ولم يحصلوا على الدورات والتدريب الكافي للتعامل الإعلامي مع الجريمة والقضايا الأمنية. 5- حاجة رجال الشرطة والعاملين في وسائل الصحافة والإعلام إلى فهم كل منهما لهموم وحاجات واهتمامات الطرف الآخر، وبما يقود إلى تحسين صورة كل منهما لدى الآخر، وبناء علاقات طيبة بين الطرفين. وعلى ضوء النتائج خلصت الدراسة إلى عدد من التوصيات أبرزها ما يلي: 1- ترسيخ التعاون والتنسيق بين جهاز الأمن العام ووسائل الإعلام بما يحقق الأمن والاستقرار في المجتمع، وعقد دورات ولقاءات مشتركة بين الطرفين لتنمية مهاراتهم، وتوفير أجواء من التفاهم تجاه القضايا الأمنية المعاصرة. 2- تحديث التشريعات الناظمة لعمل الإعلام بما يتوافق مع المتغيرات والظروف التي واكبت ثورة الاتصالات وتكنولوجيا المعلومات. 3- رفد أجهزة الشرطة والأمن بالكوادر البشرية المؤهلة إعلاميا وتأهيلهم في مجال الإعلام الأمني واستفادة من الدراسات الإعلامية الأكاديمية المتخصصة والخبرات الموجودة عند ذوي الاختصاص This study talks about the relationship between the security apparatus and the media, and the reasons that affect the relationship between them, also the means and methods to strengthen their relationship. Results: After studying and analysis, this study reaches a number of results including the following-: 1- The study showed the weakness relationship between police and security apparatus from side and between media from another side and tension at times, and poor coordination between them to create an atmosphere of understanding towards contemporary security issues. 2- The study clarified the weakness of media employees to obligate of the media and journalist codes of conduct, as norms to guide the exercise the profession, that lead to obligate the Journalistic and media ethics. 3- The necessity of understanding of some employees of media of the concept of media freedom in general, and it's concept in Islam in particular, and the lack of sufficient knowledge of it's borders and it's legal and legitimate and ethical controls. 4- Many of the personnel security media employees are not qualified enough to engage the media work, and they do not take enough courses and training of media dealings with crimes and security issues. 5- The study showed the need of policemen and employees in the media and presses to understand each other concerns and needs of the other party, which leads to improve the image of each other and build good relations between the two parties. Study recommendations:- 1- Enhance the relationship between the security apparatus and the media, and increase the cooperation between them. Hold courses and joint meetings between them. 2- Work on updating legislation which organize the media work, in accordance with various changes and developments that have occurred in the present era, especially the social and security ones. 3- Support the police and security apparatus with qualified human resources in the media, and rehabilitate them in the field of the security media through specialized academic media studies, and engage them in training courses, and burnish their skills in the field of cooperation with the crime and security issues. |
