| المستخلص: | إن هذا البحث يوضح مدى ارتباط الضبط الإداري، والضبط القضائي في الحد من ارتكاب الجريمة، واكتشافها حيث أن الضبط الإداري يستلزم وجوده قبل وقوع الجريمة، وهو إجراء وقائي من خلال اتخاذ تدابير احترازية تمنع وقوع الجريمة، ويتم اتخاذ هذه الإجراءات من قبل أشخاص خولهم القانون بممارسة نشاطهم لمنع ارتكاب الجريمة، وبعد وقوع الجريمة يبدأ دور الضبط القضائي في كشف الجريمة من خلال البحث، والتحري عن الجرائم ومرتكبيها وتودي الجناة إلى الجهة القضائية المختصة، حيث أن كلا الضبطين مرتبطان مع بعضهما البعض ارتباط مباشر ومكملان لبعضهما البعض، إذ أن الجهة المخولة للقيام بإجراءات الضبط الوقائي هي ذات الجهة المخولة بإجراءات الضبط القضائي وهم أفراد الأمن العام أو قوة الشرطة، ومن خلال ما تم ذكره سابقا يتم بحث إشكالية الحد من ارتكاب الجريمة واكتشافها في فتره وجيزة من خلال الجهة المخولة وهي أفراد الأمن العام وبحث مدى توافق الإجراءات لكلا الضبطين وتحقيق الغاية في الحد من ارتكاب الجريمة ومن ثم اكتشافها بعد وقوعها وهل الصلاحيات القانونية الممنوحة لأفراد الأمن العام كافيا لتحقيق الغاية لذا سيتم بحث الصلاحيات القانونية للأفراد الأمن العام والإجراءات المتبعه من قبلهم والوصول في النهاية إلى مدى الارتباط بين الضبطين وتحقيق الغاية وهي منع ارتكاب الجريمة قبل وقوعها واكتشاف الجريمة بعد وقوعها بفترة وجيزة.
