| المستخلص: | عرف القرن الحالي مجموعة من التغيرات التي همت مجالات مختلفة، وفي هذا السياق أصبح الحديث عن عصر مدن لا عن عصر دول، حيث أصبحت تكتسي المدينة أهمية قصوى من أجل كسب رهانات التنمية المستدامة والمندمجة. وكذلك هو الشأن بالمدن المغربية التي تحظى باهتمام خاص من لدن الفاعلين في المجال في إطار ما يسمى بالحكامة الحضرية، والذي يحقق التحكم في مختلف مكوناتها من خلال آلية التخطيط الحضري، مما يستدعي إدماج مقومات التدبير الجيد والعقلاني للشأن الحضري. إن ارتباط ذلك بالعد الزمني وسؤال الاستباقية، نتج عنه الحديث عما يسمى بإدارة الأزمات بدل الاكتفاء بتدبيرها بعد وقوعها، وهذا النوع من الحكامة في التدبير له تأثير على المدينة، خاصة في حالة موجة الكوارث والأزمات، كما هو الشأن في أزمة كوفيد 19، ومن هنا جاءت فكرة المقال الذي سيعالج هذا الارتباط بين الحكامة الحضرية وإدارة الأزمات بالمغرب. In recent times, we have witnessed a series of changes that concern different areas, in this context, the talk about the era of cities rather than the era of states is more pressing; as the city has become of paramount importance in order to win the stakes of sustainable and integrated development. The same is the case with Moroccan cities, which receive special attention from the actors in the field within the framework of the so-called urban governance, which achieves control over its various components through the urban planning mechanisms that call for integrating the elements of good and rational management of urban affairs. With this in mind, the need of anticipating crises and pro-activeness is of growing importance instead of merely managing a crisis only until it has occurred. This type of governance in management is sure to have an impact on the city, especially in the event of a wave of disasters and crises, as is the case with the current pandemic and the virus variants that keep emerging putting human progress in fighting it at halt, hence the idea of the article that will address this link between urban governance and crisis management in light of the trends that came in the development model. |
