| المستخلص: | شعر المجتمع الدولي بخطورة تنامي ظاهرة الإرهاب التي عرفت صورا وأشكالا جديدة، لاسيما بعد أحداث ۱۱ شتنبر ۲۰۰۱، مما دفع به إلى تكثيف الجهود الدولية في إطار التعاون، عبر وضع مجموعة من الآليات لإيجاد وسائل عملية لتطويق الظاهرة وفق المعايير الدولية لاحترام حقوق الإنسان. وكان المغرب من الدول التي انخرطت مبكرا في المنظومة الدولية للحرب الشاملة على التطرف والإرهاب بكل أنواعه من خلال تبني مقاربات متعددة، جمعت الأمني بالديني والاجتماعي بالتنموي، وقد شكلت تجربته في ذلك نموذجا رائدا مكن القوى الدولية الكبرى من الاستعانة به عبر أليات التنسيق والتعاون الأمني والقضائي.
