| المستخلص: | مبادرة الوطن العربي الافتراضي تمثل كيانا افتراضيا موحدا وموازيا للعالم العربي الحقيقي المجزأ والممثل باثنتين وعشرين "دولة" على الأرض. المبادرة تجسد الاتجاه السائد في العالم للاستفادة من الفضاء الافتراضي كمجال واعد لمواجهة مشاكل الواقع الحقيقي وتحسين ظروفه. ومن المأمول أن تكون الخطوة الأولى في الطريق الصحيح والطويل نحو وطن عربي حقيقي وموحد. بوجود مسودة دستور افتراضي وعلم، يحق لكل عربي الانتماء إلى الوطن الافتراضي وتثبت جنسيته العربية الأم، وحجز رقمه القومي العربي الافتراضي. الهيئة العليا التي ستشرف على مبادرة الوطن العربي الافتراضي هي "مجلس الحكماء" الذي سيتم انتخابه من قبل "المواطنين" الافتراضيين. وأولى مهام مجلس الحكماء هي الإشراف على إعداد "الدستور الافتراضي" ومن ثم سيقوم بالإشراف أيضا على عملية الانتخاب الديمقراطي "للبرلمان العربي الافتراضي" والذي بدوره سيشكل اللجان والدوائر المختصة بعمله حسب الدستور الافتراضي. المبادرة تمثل في إحدى جوانبها منتدى فكري عربي تتيح لمواطنيها الافتراضيين مناقشة والتأثير في قضايا العرب الحيوية بطريقة علمية هادئة، متحررين من تعقيدات الفرقة المصطنعة الناتجة عن تناقض مصالح واهتمامات الدول والكيانات المنبثقة عن "معاهدة سايكس بيكو". والمبادرة لا تسعى للتعامل -بأي شكل من الأشكال- مع أمور مادية كالعملات المشفرة أو الأراضي الافتراضية أو غيرها، وليست موجهة إلى أي كيان معين أو منطقة جغرافية خاصة. المبادرة تهدف لتشكيل رأي عام عربي -يمثل قاسما مشتركا بين مختلف التوجهات الفكرية والسياسية والأيديولوجية- وضاغطا باتجاه الوحدة العربية الطوعية كاتحاد فيدرالي بين الاثنتين والعشرين ولاية التي تمثل الدول العربية الحالية ليتحول الوطن العربي الافتراضي إلى تجسيد حقيقي على كامل التراب العربي باسم: الولايات العربية المتحدة. المبادرة تمثل مسارا عمليا يرتكز على مراحل للتنفيذ- مع جدول زمني محدد- يمكن تقسيمه إلى مرحلتين رئيسيتين، حيث تركز المرحلة الأولى على ترسيخ حلم الوطن العربي الموحد في عقول أبنائه عبر "برنامج إقناع مبني على الحقائق الملموسة". وفي المرحلة الثانية، يتم تنفيذ برنامج "التحول المنهجي والسلس نحو الاتحاد الفيدرالي" في حال كان هناك توجه طوعي -مبني على اقتناع ذاتي -من قبل أغلبية الشعب العربي لتحويل حلم الوطن العربي إلى واقع حقيقي على الأرض. كما ستشمل المبادرة إنشاء "نظام المحاكاة الذكية لولايات الوطن العربي" وتطوير نموذج لما سيبدو عليه الوطن العربي في المستقبل "النموذج المستقبلي للوطن العربي" بحيث يجاري التطورات المتسارعة في العالم. The Virtual Arab Nation Initiative represents a unified virtual entity parallel to the fragmented real Arab world, which is represented by twenty-two separate "states" on the ground. The initiative embodies the prevailing global trend of utilizing virtual space as a promising arena to address real-world problems and improve conditions. It is hoped to be the first step in the right and long path toward a real and unified Arab nation. With a draft virtual constitution and flag, every Arab has the right to belong to the virtual homeland and affirm their Arab identity, reserving their virtual Arab national number. The highest authority overseeing the Virtual Arab Nation Initiative is the "Council of Wise," which will be elected by virtual "citizens." One of the council's primary tasks is supervising the preparation of the "virtual constitution" and subsequently overseeing the democratic election process for the "Virtual Arab Parliament." The parliament, in turn, will establish committees and specialized districts according to the virtual constitution. One aspect of the initiative is an Arab intellectual forum allowing virtual citizens to discuss and influence vital Arab issues scientifically, free from the complexities of artificial divisions resulting from the conflicting interests and agendas of states and entities arising from the "Sykes-Picot Agreement." The initiative does not seek to engage in any material matters such as cryptocurrencies or virtual territories and is not directed towards any specific entity or geographical area. The initiative aims to form an Arab public opinion- a common ground among various intellectual, political, and ideological orientations-pressing toward voluntary Arab unity as a federal union of the twenty-two current Arab states, transforming the virtual Arab homeland into a tangible reality across the entire Arab land under the name: the United Arab States. The initiative represents a practical path based on implementable stages, with a specific timetable that can be divided into two main phases. The first phase focuses on embedding the dream of a unified Arab nation in the minds of its people through a "convincing program based on tangible facts." In the second phase, the "methodical and smooth transition toward federal union" program is executed if there is a voluntary inclination-based on self-conviction- by the majority of the Arab people to transform the dream of the Arab nation into a tangible reality on the ground. The initiative also includes establishing the "Intelligent Simulation System for the Arab States" and developing a model of what the Arab nation will look like in the future, the "Future Model of the Arab Nation," aligning with the rapid developments in the world. |
