| المستخلص: | تعد الفرق الخيرية كأحد منظمات المجتمع المدني أحد أهم العناصر التي تسهم في تطوير المجتمعات ورفع مستوى حياة الأفراد، وذلك للدور الذي تلعبه في تلبية احتياجات المجتمع وتقديم الدعم والمساعدة للفئات المحتاجة في مختلف المجالات الاجتماعية والإنسانية، بما في ذلك توفير الرعاية الصحية، وتعليم الأطفال، وتقديم المساعدات للفئات المعرضة للخطر، والمساهمة في تنمية المجتمعات المحلية، وكذلك التعامل مع التأثيرات الناجمة عن الكوارث الطبيعية. هذا وقد قامت الفرق الخيرية في سلطنة عمان بدور حاسم وومهم في التعامل مع تأثيرات الكوارث الطبيعية على المجتمعات في المحافظات التي تضررت من إعصار شاهين في مرحلتي التأهب والاستجابة للكوارث الطبيعية كزيادة الوعي والتثقيف بشأن التهديدات الطبيعية المحتملة وتوفير التدريب والمعلومات الضرورية للأفراد والمجتمعات، وكذلك تطوير خطط الطوارئ والاستعداد للتعامل مع الكوارث، وتقديم المساعدة والإغاثة للمتضررين، وتوزيع المواد الغذائية والماء والإمدادات الأساسية، وإيواء المتضررين، وتوفير الدعم النفسي والاجتماعي للأفراد الذين يعانون من صدمات نفسية بسبب الكارثة بالتعاون مع الجهات الحكومية. هذا وقد واجهت هذه الفرق الخيرية عدة معوقات، لذا حاولت الدراسة الحالية تحديد المعوقات التي تواجه الفرق الخيرية أثناء التعامل مع آثار الكوارث الطبيعية في سلطنة عمان، جاءت هذه الدراسة مستخدمة نمط الدراسات الوصفية المعتمد على منهج المسح الاجتماعي لعينة مكونة من (۲۰۹) من أعضاء الفرق الخيرية في محافظة شمال الباطنة، وتوصلت نتائج الدراسة إلى وجود ضعف وعي المجتمع المحلي في التعامل مع الحالات المناخية، وذلك من خلال محاولة بعض الأسر تخزين مواد أكثر من احتياجها الفعلي، وضعف وعي أعضاء الفرق الخيرية ببعض الأولويات مثل أهمية الدورات التدريبية وتطوير تشريعات وقوانين تدعم عمل الفرق الخيرية. Charitable teams are considered one of the most important elements contributing to the development of communities and the improvement of individuals' quality of life. They play a crucial role in meeting the needs of society and providing support and assistance to vulnerable groups in various social and humanitarian fields. This includes providing healthcare, education for children, aiding at-risk populations, contributing to local community development, and dealing with the effects of natural disasters. Charitable teams in the Sultanate of Oman have played a crucial and important role in dealing with the effects of natural disasters on communities in the affected provinces, such as the aftermath of Cyclone Shaheen. They have been actively involved in both the preparedness and response stages of natural disasters, including raising awareness and educating individuals and communities about potential natural threats. Additionally, they have focused on providing necessary training and information, developing emergency plans, and offering assistance and relief to affected individuals. This has included the distribution of food, water, and essential supplies, providing shelter for the displaced, and offering psychological and social support to those experiencing trauma as a result of the disaster. All these efforts have been carried out in collaboration with governmental authorities. These charitable teams have faced several obstacles, prompting the current study to identify the challenges faced by charitable teams in dealing with the effects of natural disasters in the Sultanate of Oman. The study adopted a descriptive research approach using a social survey methodology on a sample of 209 members of charitable teams in the North Al Batinah Governorate. The study's findings indicated a lack of awareness among the local community in handling climate-related situations. This was evidenced by some families attempting to stockpile more supplies than their actual needs and a lack of awareness among members of charitable teams regarding certain priorities, such as the importance of training courses and the development of legislation and regulations that support the work of charitable teams. |
