| المستخلص: | هدفت الدراسة تحديد المعوقات التي تحول تطبيق الهندرة بمؤسسات الرعاية الاجتماعية كمدخل لتقليل البيروقراطية، من خلال تحديد المعوقات البشرية والمعوقات التقويمية، وتحديد أيضا المعوقات الإدارية والتنظيمية، وكذلك المعوقات التقنية والمالية التي تحول تطبيق الهندرة بمؤسسات الرعاية الاجتماعية كمدخل لتقليل البيروقراطية، وتحديد المقترحات اللازمة لتقليل معوقات تطبيق الهندرة بمؤسسات الرعاية الاجتماعية، وتنتمى هذه الدراسة إلى الدراسات الوصفية، واعتمدت على المنهج العلمي باستخدام منهج المسح الاجتماعي بطريقة العينة للعاملين بمديريات (الصحة، التربية والتعليم، والتضامن الاجتماعي) بمحافظة أسيوط وعددهم (361) مفردة، واستخدمت الباحثة أداة الاستبيان المطبقة على العاملين بمديريات التضامن الاجتماعي، الصحة، والتعليم، وتوصلت الدراسة إلى أن مستوى المعوقات التي تحول تطبيق الهندرة بمؤسسات الرعاية الاجتماعية كمدخل لتقليل البيروقراطية كانت مرتفعة، ومؤشرات ذلك وفقا لترتيب المتوسط الحسابي: حيث جاء في الترتيب الأول المعوقات المالية بمتوسط حسابي (2.53)، يليها في الترتيب الثاني المعوقات التقنية بمتوسط حسابي (2.52)، وجاء في نهاية الترتيب المعوقات الإدارية بمتوسط حسابي (2.35). The purpose of the study is to identify the obstacles that transform the implementation of Reengineering in social welfare institutions as an input to reduce bureaucracy, through the identification of human and organizational obstacles, and also to identify administrative and organizational obstacles, as well as the technical and financial obstacles that transform the implementation of Reengineering in social welfare institutions as an input to reduce bureaucracy, and to identify the necessary proposals to reduce implementation obstacles The Reengineering of social care institutions, and this study is devoted to descriptive studies, was based on the scientific method using the social survey method in the sample of workers in the departments (of health, education, and social welfare) in the governorate of Assiut, and their number (361) was single, and the researcher used the survey tool applicable to workers in the welfare departments social, health, education, The study concluded that the level of obstacles that transform the application of Reengineering in social care institutions as an input to reduce bureaucracy was high, and the indicators of this were according to the average accounting order: it came in the first order of the financial accounting average accounting problems (2.53), followed by the second order of the technical accounting average accounting problems (2.52), and it came to an end in the end of the administration of the administrative functions (2.35). |
