| المستخلص: | إن دراسة مناخ الاستثمار يتطلب التحقق من مدى ملاءمة البيئة القانونية القادرة على توفير الظروف الضرورية التي تسمح للمستثمر أن ينشئ مشروعاته بكل أمان، ولأن الجزائر من بين الدول المضيفة للاستثمارات الأجنبية، فقد حاول المشرع توفير منظومة قانونية شاملة وكاملة تحتوي على كل الضمانات، غير أن التغييرات والتعديلات وحتى الإلغاءات التي طالت قانون الاستثمار، قد أثرت بشكل كبير على استقرار القوانين، هذه الظروف أدت إلى تراجع الاستثمار بالجزائر نتيجة انعدام الأمن القانوني. The study of the investment climate requires verifying the suitability of the legal environment capable of providing the necessary conditions that allow the investor to safely istablish his projects, and because Algeria is among the countries hosting foreign investments, the legislator has tried to provide a comprehensive and complete legal system that contains all the guarantees, but the changes The amendments and even repeals that affected the investment law, have greatly affected the stability of laws. These circumstances have led to a decline in investment in Algeria as a result of legal insecurity. L'étude du climat d'investissement nécessite de vérifier l'adéquation de l'environnement juridique capable d'offrir les conditions nécessaires permettant à l'investisseur d’établir ses projets en toute sécurité, et parce que l'Algérie fait partie des pays d'accueil des investissements étrangers, le législateur s'est efforcé de fournir une vision globale et système juridique complet qui contient toutes les garanties, mais les changements Les amendements et même les abrogations qui ont affecté la loi sur l'investissement, ont grandement affecté la stabilité des lois. Ces circonstances ont entraîné une baisse des investissements en Algérie en raison de l'insécurité juridique. |
