| المستخلص: | إذا كانت السياسات العمومية تعبر عن المصلحة العامة، فهي تتطلب العمل وفق استراتيجية شمولية محكمة يتم فيها إشراك مختلف الفاعلين في صناعة القرار العمومي حتى تنعكس هذه السياسات على مكونات النسق الاجتماعي إيجابيا، وهذا الأخير يصدر ردود فعل تجاه هذه السياسات العمومية على شكل قبول أو رفض أو تأييد أو مزيد من المطالب المعززة للسياسات السابقة بهدف تقويمها لتحقيق أقصى حد من الأهداف المنشودة، وهو ما يعبر عنه بالمدخلات في التغذية العكسية. من هذا المنطلق اعتمدنا على المنهج النسقي لدراسة العلاقة الجدلية بين النسق الاجتماعي من جهة والسياسات العمومية من جهة أخرى باعتبار أن العلاقة بين العنصرين هي علاقة تأثير وتأثر، كما أن الانطلاق من الواقع المعاش يؤكد أن فاعلية السياسات العمومية لا تتحقق إلا بالانطلاق من متطلبات النسق الاجتماعي والاستجابة لها. If the public policies express the public interest, they require working according to a comprehensive strategy in which various actors are involved in public decision-making so that these policies are positively reflected on the components of the social system, and the latter issues reactions towards these public policies in the form of acceptance, rejection or endorsement or more of the demands that reinforce the previous policies with the aim of evaluating them to achieve the maximum extent of the desired goals, which is expressed in the inputs to the feedback. From this point of view, we relied on the systemic approach to study the dialectal relationship between the relationship of influence and influence, and starting from the lived reality confirms that the effectiveness of public policies can only be achieved by starting from the requirement of the social system, the two elements are and responding to them. |
