المستخلص:To accomplish its missions, the State has an administrative system composed of legal means (administrative acts and contracts) and material means (public property) and human resources. Hence the importance of the public service which is a corollary to the evolution of the State. The importance of State intervention in various areas implies the need for the extension of public services and the need for an effective legal framework for its organization and especially the part relating to human resources. The modern state has become responsible for planning its multidimensional development, starting from the modernization of the administration, the improvement of the relationship (administration-user) and the development of human resources. The management of human resources has evolved over the years, from a bureaucratic organization characterized by a strong hierarchy and a total depersonalization in decisions as in relations, and whose typical recruitment is carried out by statutory means. Pour accomplir ses missions l’Etat dispose d’un système administratif composé des moyens juridiques (actes et contrats administratifs) et des moyens matériels (les biens publics) et des ressources humaines. D’où l’importance de la fonction publique qui est corollaire à l’évolution de l’Etat. L’importance de l’intervention de l’Etat dans divers domaines suppose la nécessité de l’extension des services publics et le besoin d’un cadre juridique efficace pour son organisation et surtout la partie relative aux ressources humaines. L’Etat moderne est devenu responsable sur la planification de son développement multidimensionnel, à partir de la modernisation de l’administration, l’amélioration de la relation (administration-usager) et la valorisation des ressources humaines. La gestion des ressources humaines a évolué au fil des années, d’une organisation bureaucratique caractérisée par une hiérarchie forte et une totale dépersonnalisation dans les décisions comme dans les relations, et dont le recrutement type s’effectue par voie statutaire.
