| 520 | |a تعد جرائم الإرهاب الدولي من أخطر "الجرائم المنظمة العابرة للحدود" التي عانى منها المجتمع الدولي ولا يزال مهما كانت طبيعة الدول ونظامها السياسي ودرجة تقدمها وتطورها؛ فجريمة الإرهاب الدولي ظاهرة مركبة ومعقدة متعددة الأهداف والأنواع والوسائل، ظهرت نتيجة لأسباب وعوامل متعددة، مما دفع الدول للقيام ببذل جهد كبير لمكافحة تلك الجريمة الخطيرة لما لها من آثار خطيرة تهدد أمن واستقرار الدول وشعوبهم. لذلك اتجهت الدول بجانب تعاونهم الثنائي إلى تعاون دولي جماعي تمثل في إنشاء المنظمة الدولية للشرطة الجنائية والتي عرفت اختصارا (بالإنتربول Interpol) وقد تم إنشاؤها عام 1923، والتي تكافح الجرائم المنظمة ومن بينها جريمة الإرهاب الدولي، وتجمع بين أجهزة الشرطة للدول الأعضاء فيها، والبالغ عددهم 195 دولة. وتدور إشكالية البحث حول الكشف عن دور المنظمة الدولية للشرطة الجنائية في مكافحة جريمة الإرهاب الدولي في ظل عدم وجود تعريف قانوني محدد لتلك الجريمة، وبيان مدى فاعليتها في التصدي لتلك الجريمة من خلال التعاون الدولي مع غيرها من المنظمات الدولية مثل الأمم المتحدة، والمحاكم الدولية كالمحكمة الجنائية الدولية. وقد اعتمد في هذه الدراسة على المنهج الاستقرائي الذي يقوم على ملاحظة واقع المشكلة موضوع الدراسة. وقسم البحث إلى ثلاثة مباحث: تضمن الأول مفهوم جريمة الإرهاب الدولي وصور تلك الجريمة سواء التقليدية أو المستحدثة، وأفردنا في الثاني نشأة المنظمة الدولية للشرطة الجنائية وطبيعتها القانونية، وجاء الثالث مبينا دور المنظمة في مكافحة جريمة الإرهاب الدولي والحد من انتشارها. وجاءت الخاتمة متضمنة عددا من النتائج التي من أهمها تحقق فاعلية دور المنظمة الدولية للشرطة الجنائية في مكافحة جرائم الإرهاب الدولي، واختيار منظمة الأمم المتحدة لها بصفتها أكبر منظمة للشرطة في العالم كشريك، بحيث تتماشى أهداف الإنتربول للعمل الشرطي العالمي مع خطة الأمم المتحدة للتنمية المستدامة لعام 2030م، ولا سيما لتحقيق هدف" السلام والعدل والمؤسسات القوية". |b International terrorism crimes are among the most serious "transnational organized crimes" that the international community has suffered from and still does, regardless of the nature of states, their political system, and the degree of progress and development; The crime of international terrorism is a complicated phenomenon with multiple goals, types and means. It emerged as a result of multiple causes and factors, prompting countries to make a great effort to combat this serious crime because of its serious effects that threaten the security and stability of countries and their people. Therefore, in addition to their bilateral cooperation, countries turned to collective international cooperation, represented by the establishment of the International Criminal Police Organization, which was known as (Interpol) It was established in 1923, Which combats organized crime, including the crime of international terrorism, and it brings together the police services of its 195 member states. The research problem revolves around revealing the role of the International Criminal Police Organization in combating the crime of international terrorism in the absence of a specific legal definition of that crime and showing the extent of its effectiveness in addressing that crime through international cooperation with other international organizations such as the United Nations and international courts such as the International Criminal Court. In this study, he relied on the inductive approach, which is based on observing the reality of the problem under study. The research was divided into three sections: the first includes the concept of the crime of international terrorism and the images of that crime, whether traditional or new, and we singled out in the second the establishment of the International Criminal Police Organization and its legal nature, and the third came to explain the role of the organization in combating the crime of international terrorism and limiting its spread. The conclusion included a number of results, the most important of which was the effectiveness of the role of the International criminal police organization in combating international terrorism crimes, and the selection of the united nations organization as the largest police organization in the world, as a partner so that the goals of Interpol for global police work are in line with the united nations plan for sustainable development for the year 2030, and it does not particularly to achieve the goal of 'peace, justice and strong institutions'. | ||
