| المستخلص: | كان لجائحة كورونا (كوفيد- 19) دورا كبيرا في إبراز النواقص والإشكاليات التي تعيشها جميع القطاعات بالمغرب، والقطاعات الاجتماعية على وجه الخصوص، مما ساهم في التعجيل بتبني المغرب مبادرة ترسيخ أسس الدولة الاجتماعية من خلال اتخاذ تدابير غير مسبوقة، والمتعلقة بدعم القدرة الشرائية للمواطنين، تحسين ظروف عيش فئات عريضة من المجتمع لحمايتهم، من التقلبات التي يشهدها الوضع الدولي الراهن، وتداعيات موجة الجفاف، ومخلفات جائحة كوفيد- 19 من خلال تعميم التغطية الصحية الأساسية عبر توسيع التغطية الصحية الإجبارية، بحلول متم سنة 2023، وتفعيل الدعم المباشر للأسر ليشمل حوالي سبعة ملايين طفل منحدرين من هذه الأسر، وثلاثة ملايين أسرة بدون أطفال في سن التمدرس، إضافة إلى تيسير ولوج المواطنين إلى سكن ذي جودة، ودعم القدرة الشرائية للمواطنين بالإضافة إلى خلق مناصب الشغل ومواصلة الحوار الاجتماعي، وقد خلص المقال في الأخير إلى التأكيد على أن تنزيل وإنجاح ورش الدولة الاجتماعية، يتطلب توفر إرادة سياسية حقيقية تتجسد في السياسات العمومية، كما يستلزم تأهيل وتعميم التغطية الصحية التأهيل الحقيقي والعميق للمنظومة الصحية الوطنية وباقي القطاعات الأخرى مع التركيز على الشق الاجتماعي. The Corona pandemic (Covid-19) had a major role in highlighting the shortcomings and problems experienced by all sectors in Morocco, and the social sectors in particular, which contributed to accelerating Morocco’s adoption of the initiative to consolidate the foundations of the social state by taking unprecedented measures related to supporting the purchasing power of citizens. Improving the living conditions of large segments of society to protect them from the fluctuations in the current international situation, the repercussions of the drought wave, and the remnants of the Covid-19 pandemic by generalizing basic health coverage by expanding compulsory health coverage by the end of 2023, and activating direct support for families to include about seven million Children descend from these families, and three million families without children of school age, in addition to facilitating citizens’ access to quality housing, supporting citizens’ purchasing power, in addition to creating jobs and continuing social dialogue, Finally, the article concluded by emphasizing that the implementation and success of the state's social workshops requires the availability of real political will embodied in public policies, and the rehabilitation and generalization of health coverage requires the real and deep rehabilitation of the national health system and the rest of the other sectors, with a focus on the social aspect. |
