| 520 | |a تعالج هذه الورقة البحثية واقع حال الجباية المحلية، وأثرها على الوضعية المالية للجماعات المحلية؛ وذلك من خلال تشريح مختلف الأسباب الكامنة لحالة العجز المالي المزمن للعديد من بلديات الوطن، وما تخلفه من أوضاع تنموية واقتصادية متردية؛ فضلا عن اجتراح بعض الآليات والرؤى التقويمية كحلول واقعية للارتقاء بالمنظومة الجبائية المحلية، ومنطلقات وأبعاد إصلاحاتها السياسية والإدارية، بما يعكسه ذلك من تحسن للوضعية الاقتصادية والاجتماعية للمواطن. ولقد تضمن الدستور المعدل سنة 2020 آلية لمحاولة معالجة فوارق التنمية بين مختلف المناطق باقتراح وضع تدابير خاصة قصد تنمية المناطق الهشة من هذه الناحية. تمت معالجة الموضوع وفق محورين اثنين؛ تم التطرق في الأول منه إلى أسباب عجز الجباية المالية للجماعات المحلية، وفي الثاني إلى الرهانات الإدارية والمالية لتعزيز الاستقلال المالي للجماعات المحلية، مع اعتماد المنهج الوصفي والتحليلي في الدراسة. وقد خلصت الدراسة إلى نتائج أهمها ضرورة وضع آليات جديدة لدفع القدرات المالية للجماعات المحلية من حيث الجباية المحلية وفق الواقع الخاص مع الأخذ بعين الاعتبار خصوصيات المناطق وخاصة الضعيفة من حيث الموارد المالية. |b This research paper deals with the reality of local levying, and its impact on the financial situation of local communities; This is done by dissecting the various underlying causes of the chronic financial deficit of many municipalities of the country, and the deteriorating development and economic conditions that they leave behind; In addition to suggesting some evaluation mechanisms and visions as realistic solutions to improve the local tax system, and the premises and dimensions of its political and administrative reforms, which are reflected in the improvement of the economic and social situation of the citizen. The amended constitution in 2020 included a mechanism to try to address development differences between different regions by proposing the development of special measures in order to develop fragile regions in this respect. The subject was dealt with in two axes. The first dealt with the reasons for the inability to collect funds for the local communities, and in the second, the administrative and financial bets to enhance the financial independence of the local communities, with the adoption of the descriptive and analytical approach in the study. The study concluded with results, the most important of which is the need to develop new mechanisms to push the financial capabilities of local communities in terms of local collection according to the private reality, taking in to account the specificities of the regions, especially the weak ones in terms of financial resources. | ||
