| المستخلص: | هدفت الدراسة إلى عرض تجربة منطقة الرياض في تطبيق النقل المستدام، وبناء قاعدة معرفية من النقل المستدام من خلال إطار معرفي شامل، مستخدمة المنهج الوصفي لاستعراض الإطار النظري المتعلق بالنقل المستدام والتحليلي لتحليل واقع النقل المستدام في منطقة الرياض. وقد اعتمدت الدراسة على البيانات الثانوية ومنها الرسائل والمجلات العلمية والدراسات والبحوث والإحصاءات والتقارير الصادرة من عدد من الجهات والدوائر الحكومية وغير الحكومية، كوزارة النقل والخدمات اللوجستية، ووزارة التخطيط، والهيئة العامة للإحصاء، والهيئة الملكية لتطوير الرياض، ومكتبات الجامعات، والمكتبات العامة، والبيانات الجغرافية المتوفرة. وخرجت الدراسة بأن عملية تعزيز استدامة النقل تعد جزءا من رؤية المملكة ٢٠٣٠ ومؤشرا مهما لخلق مدن مستدامة؛ وتمثل مدينة الرياض أحد المدن التي تعزم الرؤية السعودية على جعلها مدينة مستدامة؛ واعتمدت منطقة الرياض على استراتيجية النقل المستدام لتحقيق مستقبل حضري مستدام من خلال تطوير آليات تخطيط نظم النقل المستدام. وأوصت الدراسة بالتشجيع على المشي وركوب الدراجات الهوائية في مراكز المدن الداخلية، وتوفير مسارات منفصلة للدراجات الهوائية، لجعل ركوبها آمنا. وينبغي أن يدعم هذا بتوفير ما يكفي من مواقف للدراجات الهوائية ونظم تأجيرها؛ ومواكبة التطورات الحاصلة على المستوى العالمي في قطاع النقل؛ بغرض الاستفادة من التجارب الدولية الناجحة فيما يتعلق بخيارات السياسات والتجارب العملية، للنهوض بالاستدامة في مجال النقل بالمناطق الحضرية، وتحديث أسطولي الشاحنات الصغيرة وسيارات الأجرة، وجعلها مواتية للبيئة لإنجاح استدامة النقل. The study aimed to present the experience of Riyadh region in the implementation of sustainable transport, and to build a knowledge base on sustainable transport through a comprehensive knowledge framework. The study used the descriptive approach to review the theoretical and analytical framework related to sustainable transport to analyze the reality of sustainable transport in Riyadh region and it relied on the secondary data, including letters, scientific journals, studies, research, statistics and reports issued by a number of governmental and non governmental agencies and departments such as the Ministry of Transport and Logistics, the Ministry of Planning, the General Authority for Statistics, The Royal Commission for the Development of Riyadh, universities’ libraries, public libraries, and available geographical data. The study concluded that the process of enhancing transportation sustainability is part of the KSA 2030 vision and an important indicator for creating sustainable cities; Al-Riyadh City is one of the cities that the Saudi vision intends to make it a sustainable city. Riyadh region relied on a sustainable transport strategy to achieve a sustainable urban future by developing mechanisms for planning sustainable transport systems. The study recommended encouraging walking and cycling in inner city centers by providing separate cycle paths, without which cycling may become unsafe. This should be supported by the provision of adequate bicycle parking and bicycle rental systems; Keeping up of developments at the global level in the transport sector, benefiting from successful international experiences with regard to policy options and practical experiences to advance sustainability in the field of urban transport, by modernizing the fleet of small trucks and taxis, and making them environmentally friendly for the success of sustainable transport. |
