| المستخلص: | تتناول هذه الدراسة موضوعا هاما مازال محل نقاش بين الأكاديميين العرب وغيرهم، ويتمثل في كيفية تفعيل عملية الانتقال الديمقراطي في الدول العربية ومواجهة المعيقات المختلفة (الفكرية السياسية، القانونية، الثقافية، الاقتصادية، الاجتماعية) التي حالت وتحول دون تحقيقها. وحسب الدراسة يتم تحقيق نجاح عملية الانتقال الديمقراطي في الدول العربية بتفعيل مجموعة من المداخل والآليات المتنوعة والمتكاملة، تهدف أولا إلى صياغة إطار نظري يشمل منظومة متكاملة من الأفكار والمبادئ والقيم الموائمة لخصوصية الدول العربية وظروفها، وذلك من خلال مدخل تجديد الفكر السياسي العربي، كما تهدف ثانيا إلى تنزيل هذا الإطار النظري في الواقع، وذلك من خلال تفعيل المدخل السياسي والمعياري والمؤسسي إلى جانب المدخل الثقافي والاقتصادي الاجتماعي وكذا تفعيل دور آليتي المجتمع المدني والإعلام وتحقيق التكامل بينهما لإنجاح عملية الانتقال الديمقراطي. This study deals with an important topic that is still under discussion between Arab academics and others, which is how to activate the democratic transition process in the Arab countries and face the various obstacles (intellectual political, Legal, Cultural, Economic and social) that prevented and prevented its achievement. According to the study, the success of the democratic transition process in the Arab countries is achieved by activating a set of diverse and integrated approaches and mechanisms aimed first at formulating a theoretical framework that includes an integrated system of ideas, principles and values adapted to the specificity and circumstances of the Arab countries, through the entrances to the renewal of political thought. It also aims secondly to implement this theoretical framework in reality, by activating the political, normative and institutional approach, along with the economic and social approach, in addition to activating the role of the mechanisms of civil society and the media, and achieving integration between them for the success of the democratic transition process. |
