المستخلص:يتعرض هذا البحث بالدراسة لآراء الخوارج في الحاكمية وأثرها في أفكار داعش، وقد هدفنا من وراء هذا البحث عرض آراء الخوارج في الحاكمية، والفرق بين آرائهم، وآراء أهل السنة في هذا الموضوع، وأثر آرائهم في فكر جماعة داعش المعاصرة. ويتألف هذا البحث من مقدمة وثلاثة مباحث وخاتمة كالتالي: المبحث الأول: وفيه تحدثنا عن مفهوم الحكم بما أنزل الله، عند أهل السنة، وحكم الخروج على الحاكم، وضوابط ذلك، ثم تحدثت عن تفسيراتهم لآيات الحكم بغير ما أنزل الله. وأما المبحث الثاني: فقد خصصناه للحديث عن نظرية الحاكمية عند الخوارج، وبينا فيه فكرة الخروج على الحاكم؛ وما ترتب عليها من أصول ومبادئ عند الخوارج. أما المبحث الثالث: فقد تناولنا فيه أثر نظرية الحاكمية عند الخوارج، في فكر داعش، وبينا أوجه التشابه والاختلاف بين الخوارج وداعش في هذه المسألة، ثم تحدثنا عن أنواع الكفر الأكبر والأصغر في الحاكمية عند الفريقين، وما ترتب عليه من فكرة الخروج على الحاكم لديهم. وأخيرا تأتي الخاتمة، وقد تضمنت أهم النتائج التي توصلنا إليها من هذا البحث.

This research examines the views of the Kharijites in governance and their impact on the ideas of Daesh, and our aim behind this research is to present the opinions of the Kharijites in governance, the difference between their opinions, and the opinions of the Sunnis on this subject, and the impact of their opinions on the thought of the contemporary Daesh group. This research consists of an introduction, three chapters, and a conclusion as follows: The first topic: in it we talked about the concept of ruling by what God revealed to the Sunnis, and the ruling on revolting against the ruler, and the controls for that, then I talked about their interpretations of the verses of ruling by other than what God revealed. As for the second topic: we have devoted it to talking about the theory of governance among the Kharijites, and we explained in it the idea of revolting against the ruler; And the consequent origins and principles of the Kharijites. As for the third topic: we dealt with the impact of the theory of governance among the Kharijites, in the thought of Daesh, and we explained the similarities and differences between the Kharijites and Daesh in this issue, then we talked about the types of major and minor infidelity in the governance of the two groups, and the consequent idea of revolting against their ruler. Finally comes the conclusion, which included the most important results that we have reached from this research.
