| المستخلص: | هدف البحث إلى تحديد مفهوم المواطنة الرقمية وفقا لوجهات النظر المتباينة وتحليل أبعادها المختلفة، بالإضافة إلى توضيح المبررات التربوية لدراسة هذا المصطلح، وكذلك تحديد الإطار التشريعي للمواطنة الرقمية من خلال دستور ج.م.ع 2014 ورؤية مصر 2030، وتحديد أهداف وأهمية وخصائص المواطنة الرقمية، بالإضافة إلى عرض بعض التجارب والخبرات الأجنبية للمواطنة الرقمية وأهم متطلبات تحقيقها في البيئة التعليمية. توصل البحث إلى أن للمواطنة الرقمية إطارًا تشريعيا جاء في مواد دستور ج.م.ع 2014: المادة 25، 31، 68، 69، 70، وكذلك في رؤية مصر 2030 حيث تضمن الهدف الأول والثاني والرابع ما يؤكد أهمية المواطنة الرقمية، وكذلك في استراتيجية التحول الرقمي لأفريقيا 2020/2030. The aim of the research is to define the concept of digital citizenship according to divergent points of view and analyze its various dimensions, in addition to clarifying the educational justifications for studying this term, as well as defining the legislative framework for digital citizenship through Egypt's constitution 2014 and Egypt's vision 2030, and defining the goals, importance and characteristics of digital citizenship, in addition to presenting some Foreign experiences and expertise of digital citizenship and the most important requirements for achieving it in the educational environment .The research concluded that digital citizenship has a legislative framework that came in the articles of the Egyptian Constitution 2014: Articles 25, 31, 68, 69, 70, as well as in Egypt's Vision 2030, where the first, second, and fourth goals included what confirms the importance of digital citizenship, as well as in the digital transformation strategy for Africa 2020/ 2030. |
