| 520 | |a احتل موضوع حوكمة الإنفاق العام مكانة بارزة لدى معظم دول العالم، واعتبرت الحل الأمثل للحد من التزايد المستمر للنفقات العمومية كنسبة من الناتج الداخلي الإجمالي، في ظل عدم قدرة اقتصاديات هذه الدول على زيادة عائداتها الضريبية أو مديونيها لتمويل هذه النفقات المتنامية. تسعى هذه الدراسة إلى تسليط الضوء على مختلف الإجراءات والإصلاحات التي اتخذتها الجزائر، قصد تعزيز كفاءة الإنفاق العام بما يحقق أكبر استفادة ممكنة من الموارد المتاحة وإلقاء نظرة نقدية عليها في ضوء الارشادات الصادرة عن المنظمات الدولية والأدبيات الاقتصادية المكرسة لحوكمة الإنفاق العام وآليتها. خلصت الدراسة إلى أن حوكمة الإنفاق العام بالجزائر لا تزال مرهونة بتفعيل القانون العضوي (18-15)، الذي حمل في طياته إجراءات تضمن تحقيق السياسات العمومية في بيئة تتم بالشفافية النزاهة الرقابة الفاعلة، والاستخدام الأمثل للموارد المتاحة. إلا أن التحدي الكبير يبقى في طبيعة الإخفاقات التي قد تواجه عملية التطبيق والتجسيد على أرض الواقع بداية من سنة 2023. |b The issue of public expenditure governance has occupied an important place in all countries, and has been considered the best way to curb the the growth of public expenditure as a percentage of GDP, in light of the inability of these countries' economies to increase their tax revenues or debts to finance these expenditures. This study aims to highlight the actions undertaken by Algeria in this field, and to examine them critically, with regard to the of the directives of international organizations and the relevant economic literature. The study concluded that the governance of public expenditure in Algeria is still subject to the execution of the Organic Law (18-15), which provides for measures to ensure the excution of public policies in an environment characterized by transparency, integrity, effective control, and optimal use of resources. However, the major challenge remains in the gaps that could arise in implementation from 2023. |d La gouvernance des dépenses publiques était un thème majeur dans tous les pays, et était considérée comme la meilleure solution pour infléchir la croissance des dépenses publiques en proportion du PIB, face à l’incapacité de leurs économies à accroitre leurs recettes fiscales ou leur endettement. Cette étude vise à mettre en évidence les actions entreprise par l’Algérie dans ce domaine, et de les examiner de manière critique, au regard des directives des organisations internationales et de la littérature économique pertinente. L’étude a conclu que la gouvernance des dépenses publiques en Algérie est toujours soumise à la mise en oeuvre de la loi organique (18-15), qui prévoit des mesures garantissant l’exécution des politiques publiques dans un environnement caractérisé par la transparence, l'intégrité, un contrôle efficace, et l'utilisation optimale des ressources. Cependant, le défi majeur demeure dans les lacunes qui pourraient se présenter dans l’exécution à partir de 2023 | ||
