| المستخلص: | تهدف هذه الدراسة إلى التعرف على أهم العوامل المؤثرة في توجهات السياسة الخارجية التركية وعلاقاتها مع الولايات المتحدة الأمريكية وأثرها على العراق منذ وصول حزب العدالة والتنمية إلى سدة الحكم في تركيا عام 2002م ولغاية عام 2014م، منطلقة من فرضية مؤداها: أن التفاعل بين رؤية تركيا لدورها السياسي الخارجي من جانب متغير مستقل، وإدراكها لمكانتها الإقليمية والدولية من جانب آخر، وخلق مستويات من الفرص والتحديات في مواجهة هذا الدور. أي أن هناك علاقة طردية بين الدور التركي في السياسة الخارجية والمكانة التركية على سلم القوى الإقليمية والدولية، كما أن السياسة الخارجية التركية شهدت تحولاً ملحوظاً تجاه الأحداث التي تمر بها المناطق المجاورة لتركيا عموماً ومنطقة الشرق الأوسط وفي مقدمتها المنطقة العربية ومنها العراق على وجه الخصوص وذلك بعد صعود حزب العدالة والتنمية ووصوله إلى سدة الحكم في تركيا. This study aims to identify the most important factors influencing the direction of Turkish foreign policy and its relations with the United States of America and its impact on Iraq since the arrival of the Justice and Development Party to power in Turkey in 2002 until 2014 AD, based on the hypothesis: that the interaction between Turkey's vision of its foreign political role on the one hand as an independent variable, and its awareness of its regional and international status on the other hand, and the creation of levels of opportunities and challenges in facing this role. That is, there is a direct relationship between the Turkish role in foreign policy and the Turkish position on the ladder of regional and international powers, and that Turkish foreign policy has witnessed a remarkable shift towards the events that Turkey’s neighboring regions in general and the Middle East are going through, especially the Arab region, including Iraq in particular. This was after the rise of the Justice and Development Party to power in Turkey. Research Methodology: The study relied on the historical and descriptive approach in analyzing and knowing the facts, causes and factors that led to the new directions of the Turkish foreign policy towards the issues of the Arab region, including Iraq. The rise of the Justice and Development Party with Islamic roots and background to power, and this is consistent with the hypothesis from which the study was launched, and others are related to the regional situation in the Middle East, especially after the outbreak of the Arab Spring revolutions, while other factors are related to a multilateral international situation. |
