| المستخلص: | في الآونة الأخيرة ازدادت توجهات دول العالم إلى التحول الرقمي واستخدام التكنولوجيا الحديثة لتطوير بيئة الأعمال وتحسين الخدمات المقدمة للمواطنين وجذب الاستثمار الأجنبي المباشر وزيادة قدرتها التنافسية في الأسواق الدولية. تهدف الدراسة إلى بيان مدى فعالية التحول الرقمي في دعم وتحسين بيئة الأعمال بالشركات والمؤسسات وتحفيز الاستثمار الأجنبي المباشر، ومعرفة التحديات التي تواجه آلية تنفيذ التحول الرقمي ومعوقات تدفق الاستثمار الأجنبي. توصلت الدراسة إلى أن التحول الرقمي يساعد على تحسين كفاءة بيئة الأعمال وجذب تدفقات الاستثمار الأجنبي، وأن ضعف البنية التحتية يحول دون تطبيق آليات التحول إلى الرقمنة التكنولوجية وضعف التدفقات الاستثمارية. أوصت الدراسة بأهمية زيادة الاستثمارات في تطوير البنية التحتية ورأس المال البشرى لتنمية مهاراته، وتنمية صناعة الإلكترونيات وتفعيل منظومة الشباك الواحد والأختام الإلكترونية بالمصالح الحكومية للتيسير على المواطنين والمستثمرين. Recently, the countries of the world have increased their tendency towards digital transformation and the use of modern technology to develop the business environment, improve services provided to citizens, attract foreign direct investment, and increase their competitiveness in international markets. The study aims to demonstrate the effectiveness of digital transformation in supporting and improving the business environment in companies and institutions and stimulating foreign direct investment, and knowing the challenges facing the mechanism of implementing digital transformation and the obstacles to the flow of foreign investment, The study concluded that the digital transformation helps to improve the efficiency of the business environment and attract foreign investment flows, and that the weakness of the infrastructure prevents the implementation of the mechanisms of transition to technological digitization and the weakness of investment flows.. The study recommended the importance of increasing investments in developing infrastructure and human capital to develop its skills, developing the electronics industry and activating the one-stop shop system and electronic seals in government departments to facilitate citizens and investors. |
