| 520 | |a ظلت الشؤون الداخلية للدول من صميم المسائل الحساسة المرتبطة بالسيادة، والتي يعتبر أي مساس بها إخلالا بمبدأ أساسي في المجتمع الدولي وهو مبدأ عدم التدخل في الشؤون الداخلية للدول، غير أن تطور العلاقات الدولية أدى إلى تغيير المفاهيم إن لم نقل تعديلها في الواقع دون تعديل النصوص المنظمة لها. ولعل مسألة التدخل الدولي الإنساني من أهم الحالات التي تشكل تصادم حقيقي بين مفهوم عدم التدخل وعدم المساس بالسيادة من ناحية، وحماية حقوق الإنسان والسلم والأمن الدوليين من ناحية أخرى، لذلك يظهر التدخل الدولي الإنساني كموضوع جدلي احتاج ولازال إلى دراسات قانونية موضوعية، تعالج طرح مدى مساس التدخل الدولي الإنساني بالمبادئ الدولية الهامة كمبدأ عدم التدخل وغيره. |b The internal affairs of States remained at the heart of sensitive issues related to sovereignty. Any violation is considered a violation of a fundamental principle of the international community, which is the principle of non-interference in the internal affairs of States. However, the development of international relations has led to an evolution of concepts, if we did not say to amend them in reality, without amending the texts which govern them. The question of international humanitarian intervention is perhaps one of the most important cases which constitute a real collision between the concept of non-interference and non-violation of sovereignty on the one hand, and the protection of the rights human rights and international peace and security on the other. on the other hand. Therefore, international humanitarian intervention appears to be a controversial subject that requires and still requires objective legal studies. It deals with the extent to which international humanitarian intervention affects important international principles, such as the principle of non-interference and others. | ||
