| المستخلص: | أخذت الهجرة غير الشرعية بعدا عالميا من خلال الرأي العام، حيث تعددت مسمياتها فيطلق عليها الهجرة السرية أو غير النظامية أو غير القانونية أو الوصول بالأسود وأخيرا ما يسمى بالحرقة، وهي تسلل شخص ما إلى دولة ما دون أن يحمل جنسية أو وثائق مزورة رغبة في العيش الكريم والحصول على منصب عمل، كما تعددت وسائلها وطرقها والحلم واحد وهو الوصول إلى الضفة المقابلة، ويكون ذلك عن طريق البر أو البحر أو الجو، وفي بعض الأحيان تكون الهجرة شرعية وبعد ذلك تتحول إلى هجرة غير شرعية، وهو ما يعرف بالإقامة غير الشرعية ومعظم الهجرة غير الشرعية تتم عن طريق البحر. وتهدف هذه الدراسة للتطرق إلى الهجرة غير الشرعية من خلال مفهومها وأهم أسبابها والآثار التي تسببها للبلد المصدر أو المستقبل ومعرفة الجهود الدولية لمعالجة هذه الظاهرة. وأهم ما توصلت إليه هذه الدراسة أن الهجرة غير شرعية ظاهرة لها أبعاد خطرة ولها آثار سلبية تعود على المجتمع بالسلب خاصة في ظهور شبكات من منظمة للجريمة وسط المهاجرين غير الشرعيين. وتم التوصل أن هناك تباين واضح بين الدول الأوروبية في مواقفهم في التعامل مع الهجرة غير الشرعية وهذا راجع إلى سياسة كل دولة. Illegal immigration has taken a global dimension through public opinion, as it has many names, so it is called secret, irregular or illegal immigration or black access and finally the so-called Harga, which is the infiltration of a person into a country without holding a nationality or forged documents in order to live a decent life. And obtaining a job position, as its means and ways are numerous, and the dream is one, which is to reach the opposite bank, and this is by land, sea or air, and sometimes migration is legal and then turns into illegal migration, which is known as illegal residence and most illegal migration Legitimacy is carried out by sea. This study aims to address illegal immigration through its concept, the most important causes and effects it causes to the source country or the future, and to know the international efforts to address this phenomenon. The most important finding of this study is that illegal immigration is a phenomenon that has dangerous dimensions and has negative effects on society, especially in the emergence of organized crime networks among illegal immigrants. It was found that there is a clear discrepancy between European countries in their positions in dealing with illegal immigration, and this is due to the policy of each country. |
