| المستخلص: | يهدف استخدام النظم المعلوماتية الحديثة إلى تلبية احتياجات المستفيدين، ويهدف البحث إلى بيان واقع المكتبة المركزية العامة في مدينة الرمادي وما وصلت إليه في مجال استخدام النظم المعلوماتية وبيان أبرز تحديات هذا الاستخدام، والسعي لإيجاد الحلول الملائمة لتجاوز تحديات وعقبات استخدام النظم المعلوماتية الحديثة منذ تأسيس المكتبة وحتى إعداد هذه الدراسة عام 2022، واعتمد البحث العينة العمدية القصدية، واستخدم المنهج الوصفي للوصول إلى أهداف البحث. وتوصل البحث إلى عدة نتائج من أهمها: تعاني المكتبة المركزية العامة من غياب السياسة الواضحة وهذا يشكل عائق أمام استخدام النظم المعلوماتية الحديثة، وافتقار المكتبة المركزية العامة إلى التخصيصات المالية، والحاجة الواضحة إلى عدد إضافي من العاملين المتخصصين، فضلا عن غياب مصادر المعلومات التي تلبي الاحتياجات المعرفية للمستفيدين، والافتقار إلى الأجهزة والبرمجيات التي يمكن من خلالها استخدام النظم المعلوماتية الحديثة. وأوصى الباحث بـ: إقرار سياسة خاصة بالمكتبة المركزية العامة، يبين فيها أهداف المكتبة، وسياستها في توفير مصادر المعلومات، وتحديد التخصيصات المالية السنوية وفقا لاحتياجات المكتبة المركزية العامة، وزيادة عدد العاملين، وإعادة بناء المجموعة المكتبة في المكتبة وفقا للطرق العلمية والابتعاد عن الاجتهادات والطرق التقليدية السابقة، فضلا عن توفير الأجهزة والبرامجيات التي تعتبر البنية التحتية لاستخدام النظم المعلوماتية الحدية. The use of modern information systems aims to meet the needs of the beneficiaries, and the research aims to clarify the reality of the public central library in the city of Ramadi and what it has achieved in the field of using information systems and to indicate the most prominent challenges of this use, and to seek appropriate solutions to overcome the challenges and obstacles of using modern information systems from the establishment of the library until This study was prepared in 2022, and the research adopted the intentional sample, and used the descriptive approach to reach the research objectives. The research reached several results, the most important of which are: The public central library suffers from the absence of a clear policy, and this constitutes an obstacle to the use of modern information systems, and the lack of financial allocations for the public central library, and the clear need for an additional number of specialized workers, in addition to the absence of information sources that meet the needs. The knowledge of the beneficiaries, and the lack of hardware and software through which modern information systems can be used. The researcher recommended: approving a policy for the public central library, in which it clarifies the objectives of the library, its policy in providing information sources, determining annual financial allocations according to the needs of the central public library, increasing the number of employees, and rebuilding the library collection in the library according to scientific methods and moving away from jurisprudence and traditional methods. Previous, as well as the provision of hardware and software, which is the infrastructure for the use of marginal information systems. |
