| 520 | |a اهتم هذا البحث بإشكالية الموارد المائية في المنطقة العربية ومدى مساهمة هذا القطاع في التنمية الزراعية المستدامة. وبين تشخيص الوضعية الحالية والتوقعات المستقبلية أن هذه الموارد غير قابلة للاستدامة، خصوصاً بسبب الضغط البشري وسوء الاستعمال والعوامل الطبيعية المختلفة، إضافة إلى نظم الإدارة المائية خاصة الجانب المؤسسي والتشريعي والسياسات المائية المتعلقة بقطاع الزراعة وما يميزها من تداخل وازدواجية في الاختصاصات بين المؤسسات المعنية وقلة أو غياب التنسيق بينها، إضافة إلى افتقار العديد منها للآليات التشريعية الداعمة لتنفيذ الإصلاحات المطلوبة. وتوصل البحث إلى أن تحقيق التنمية المستدامة للقطاع الزراعي يتطلب نظماً وسياسات متميزة تمكن من استخدام الموارد المائية بكفاءة أكبر وقدرة عالية على مواجهة الصدمات والتكيف مع التغيرات المناخية. وهذا يقتضي إضافة إلى توفر إطار مؤسسي وتشريعي محوكم بطريقة مثلى، إدارة فاعلة وفعالة للموارد المائية تعمل على تطوير السياسات والاستراتيجيات المائية المناسبة، والإنفاذ الفعال للتشريعات واللوائح التنظيمية، وتحسين أداء مؤسسات المياه وتعزيز قدراتها الفنية والبحثية والمالية وزيادة التنسيق والتعاون بينها. كما يتطلب أيضاً توجهاً أكبر نحو اللامركزية ومشاركة القطاع الخاص للارتقاء بكفاءة إدارة الموارد وضمان توفرها على المدى الطويل. |b This research focused on the water resources issues in the Arab region and the extent of this sector's contribution to sustainable agricultural development. The diagnosis of the current situation and future expectations indicated that these resources are not sustainable, especially due to human pressure, misuse and various natural factors, in addition to water management systems, especially the institutional and legislative aspect, water policies related to the agricultural sector, the overlap and duplication of specializations between the concerned institutions, and the absence of coordination among them, in addition to many of them lack the legislative mechanisms to support the implementation of the required reforms. The research found that achieving sustainable development of the agricultural sector requires distinct systems and policies that enable the use of water resources more efficiently and a high capacity to face shocks and adapt to climate changes. This requires, in addition to the availability of an optimized institutional and legislative framework, efficient management of water resources that works to develop appropriate water policies and strategies, ensure effective enforcement of laws and regulations, improve the performance of water institutions and increased coordination and cooperation between them, and strengthen their technical and financial capacities. It also requires a greater orientation towards decentralization and private sector participation to improve the efficiency of resource management and ensure its long-term availability. | ||
