| المستخلص: | ناقشت الورقة قضية التصنيع في مصر وكيفية تعميقه في إطار فلسفة التنمية ودور الدولة، على ضوء خبرات مدارس الفكر الاقتصادي والتنمية في العالم، وبعض تجارب التصنيع العالمية في بعض الدول النامية ومن بينها كوريا الجنوبية. وفي هذا السياق، استعرضت الورقة أولويات الدولة المصرية في مجال تعميق التصنيع منذ عام 2014، ومدى توافق تلك الأولويات مع متطلبات التصنيع السريع والعميق أو تعارضه معها. وفي ضوء هذا الاستعراض، يقدم البحث بعض مقترحات بتعديل أولويات الدولة المصرية لتأمين استجابتها لمتطلبات التصنيع السريع والعميق، كما تتطرق تلك التعديلات المقترحة إلى حجم وطبيعة دور الدولة في تنفيذ تلك الأولويات، وهو الدور الذي يركز على إحداث تحول هيكلي لصالح الأنشطة والقطاعات الإنتاجية خاصة الصناعة التحويلية، بهدف تحقيق معدلات نمو اقتصادي مرتفع ومستدام. The paper discussed the issue of industrialization and how it can be deepened within the framework of Egypt's developmental philosophy and the State role as compared to the economic literature and some global industrialization experiences in some developing countries, including South Korea. In this context, the priorities of the Egyptian state in the field of deepening the industrialization since 2014 were reviewed, and the extent to which these priorities correspond to, or conflict with the requirements of rapid and deep industrialization. In the light of this review, the paper presents some suggestions to the Egyptian priorities to ensure its response to the requirements of rapid and deep industrialization. These suggestions also address the size and nature of the role of the state in implementing these priorities, a role that focuses on introducing structural transformation to favor the productive activities and sectors, especially in manufacturing, targeting achieving high and sustainable economic growth in Egypt. |
