| المستخلص: | هدف البحث تعرف الأسس النظرية لهيكلة التحالف الاستراتيجي لمؤسسات التعليم قبل الجامعي، والكشف عن الإطار المفاهيمي للتميز التنظيمي، والتوصل لواقع متطلبات هيكلة التحالف الاستراتيجي لتعزيز التميز التنظيمي لمؤسسات التعليم قبل الجامعي، وتقديم رؤية مستقبلية للتخطيط لهيكلة التحالف الاستراتيجي لتعزيز التميز التنظيمي لمؤسسات التعليم قبل الجامعي، واستخدم الباحث المنهج الوصفي بالتطبيق على استراتيجية المحيط الأزرق، كما استخدم الاستبانة الإلكترونية بتطبيقها على عينة من قيادات التعليم ما قبل الجامعي بلغت 160 فرد، وأسفرت نتائج البحث عن ضعف توجه إدارة المؤسسة نحو تطوير الأهداف الاستراتيجية في ضوء التحديات، وضعف قدرة القيادات لوضع حلول غير مألوفة للمشكلات القائمة، وقصور توفر المؤسسة لبيئة مشجعة للإبداع، وقصور القيادات عن تحليل الوضع الراهن لمؤسسة التعليم، وقصور دعم الإدارة لعمليات التحسين المستمر، وضعف حرص الإدارة على استثمار الوقت عبر التقنيات المتاحة، وافتقار الإدارة العليا لمعايير استمرار المؤسسة في تحقيق مركز تنافسي جيد، وضعف تنظيم الإدارة لبرامج التطوير المهني لتدعيم مهارات العاملين، وضعف اهتمام الإدارة بإقامة الدورات التخصصية التي تهدف لتعريف العاملين بأهمية التميز. This study aimed to define the theoretical foundations for structuring the strategic Alliance of pre-university education institutions, reveal the conceptual framework for organizational excellence, reach the reality of the requirements for structuring the strategic Alliance to enhance organizational excellence for pre-university education institutions, and present a future vision for planning to structure the strategic Alliance to Enhance organizational excellence for pre-university education institutions, this study used the descriptive approach applied to the blue ocean strategy, and used Online Questionnaire applied to a sample of 160 pre-university leaders, the results this study revealed the Failure of the institution to provide an environment conducive to creativity, the Failure of leaders to analyze the current situation of the education institution, the lack of management support for continuous improvement processes, the weakness of the management’s to invest time through available technologies, the lack of standards for the institution’s continuation in the institution to achieve good competitive position, and the weakness of management organization For professional development programs to enhance the skills of workers, and the administration's lack of interest in holding specialized courses that aim to familiarize workers with the importance of excellence. |
