| 520 | |a لقد أدركت الحكومات التي أرادت تحقيق دولة الحق والقانون بشأن اختلاف أنظمتها السياسية واتجاهاتها الأيديولوجية أنها بحاجة إلى دعم شعبها للقرارات التي تتخذها والإجراءات المختلفة التي تتخذها في جميع الظروف والأوقات.. ولتحقيق ذلك، شرعت في حل مشاكلهم والاستجابة لمتطلباتهم المتنوعة من خلال تطبيق الحكم الرشيد وآلياته انطلاقا من حكم القانون، والشفافية، والإجراءات غير التعسفية واستقلال القضاء، والانفتاح، وبناء المؤسسات. لقد أدت العديد من العوامل الموضوعية إلى طرح رؤى جديدة حول مفاهيم متعددة الأبعاد والمناهج ويعد مفهوم الحكم الرشيد من بين هذه المفاهيم الحديثة نسبيا، والتي برزت بصورة واضحة على الساحة السياسية مع بداية عقد الثمانينات من العقد المنصرم، مع أن جذوره الفلسفية تعود إلى أبعد من ذلك بكثير مما جعل منه آلية تساهم في ترشيد الدولة وفقا لصيغ ومبادئ ديمقراطية، والتي تتركز بدورها على المساءلة ودولة الحق والقانون وكذلك نبذ التهميش السياسي وهو ما تسعى إليه الحكومات الديمقراطية المعاصرة عبر التركيز على أهمية تدعيم أسس دولة القانون من جهة والإقرار والتنصيص على الحقوق والحريات دستوريا وثالثا العمل على تنزيلها على أرض الواقع. |b Governments that wanted to achieve a state of truth and law regarding their different political systems and ideological tendencies realized that they need the support of their people for the decisions they take and the various actions they take in all circumstances and times.. To achieve this, I set out to solve their problems and respond to their various requirements through the application of good governance and its mechanisms based on the rule of law, transparency, non arbitrary procedures, independence of the judiciary, openness, and institution building. Many objective factors have led to the presentation of new visions about multidimensional concepts and approaches. The concept of good governance is among these relatively recent concepts, which emerged clearly on the political scene at the beginning of the eighties of the last decade, although its philosophical roots go back further than that. Much of this made it a mechanism that contributes to the rationalization of the state according to democratic formulas and principles, which in turn focus on accountability and the rule of law and the rule of law, as well as the rejection of political marginalization, which is what contemporary democratic governments seek by focusing on the importance of strengthening the foundations of the rule of law on the one hand and acknowledging and stipulating rights and freedoms Constitutionally and thirdly, work to download it on the ground. | ||
