| المستخلص: | تتناول الورقة دور الإدارة الأهلية في فض النزاع في إقليم دارفور هدفت الورقة إلى التعرف للأهمية الجيواستراتيجية لإقليم دارفور كما تهدف إلى التعرف على الدور الذي تقوم به الإدارة الأهلية بفض النزاع في إقليم دارفور وكذلك تهدف الورقة إلى التعرف على مدى تأثير حل الإدارة الأهلية على طبيعة النزاع في إقليم دارفور، تستخدم الورقة كل من المنهج التاريخي والمنهج الوصفي للتعرف على التطور التاريخي للإدارة الأهلية في إقليم دارفور كما تستخدم الورقة المنهج التحليلي للتعرف على مدى دور الإدارة الأهلية بفض النزاع في إقليم دارفور، توصلت الورقة إلى مجموعة من النتائج من أهمها إن أسباب النزاعات القبلية أضحت ذات ثلاثة أبعاد، بعد اقتصادي واجتماعي وبعد سياسي وبعد أمني، وأي مجهودات لحل النزاعات لا تراعي هذه الأبعاد الثلاثة معا سوف تكون غير قادرة على توفير الحل لهذه النزاعات، وإن حلول لهذه التزاعات القبلية، بأبعادها الثلاث ترتبط بسياسات هي الأخرى ذات علاقة بثلاثة مستويات، محلي ومركزي وإقليمي (دول الجوار) وأن التجاهل لأي من هذه المستويات كفيل بنسف الحلول التي توضع بشأنها، خرجت الورقة بمجموعة من التوصيات من أهمها إعطاء التنمية الأولوية على الإجراءات الأمنية في قضايا النزاعات القبيلة، لأن الظاهرة في أساسها تتعلق بالصراع على الموارد الطبيعية وبواقع التخلف الذي تعيشه المنطقة، الاستفادة من تجربة مؤتمرات الصلح القبلي في احتواء النزاعات القبلية عن طريق إقامة جهاز دائم لهذه الآلية ضمن إدارة الحكم المحلي في الولايات.
