| المستخلص: | Today, hospitals are labelled as complex organizations that seek to survive and improve in a constraining environment characterized by unlimited demand for care and unlimited resources. In Morocco, public hospitals are no exception. The quality of their services has become the headline in all political and socio-economic debates, particularly during the period of the Covid-19 health crisis which revealed the chronic pathologies of our public hospital network. In order to contribute to the improvement of the quality of the services offered by our public hospitals, we will target, through this scientific paper, a double objective: the deep analysis of the relevance and the effectiveness of the managerial practices of the public hospitals and the proposals for some ways to improve them. We will thus focus on the dissecting and critical analysis of polar organization and project management in the public hospital universe to allow optimal implementation of new curative and corrective actions recently introduced by the Ministry of Health and of Social Protection, including the new mechanisms of the major social protection project. Aujourd’hui, les établissements hospitaliers sont considérés comme des organisations complexes qui cherchent à survivre et à s’améliorer dans un environnement contraignant caractérisé par une demande illimitée de soins et des ressources limitées. Au Maroc, les hôpitaux publics ne font pas l’exception. La qualité de leurs prestations est devenue à la une dans tous les débats politiques et socio-économiques notamment dans la période de crise sanitaire Covid-19 qui a dévoilé les pathologies chroniques de notre réseau hospitalier. Pour contribuer au rehaussement de la qualité des prestations offertes par nos hôpitaux publics, nous ciblerons, à travers cet article, un double objectif: l’analyse profonde de la pertinence et de l’efficacité des pratiques managériales des hôpitaux publics et la proposition de certaines pistes pour les améliorer. Nous nous focaliserons ainsi sur la décortication et l’analyse critique de l’organisation polaire et du management de projet dans l’univers hospitalier public pour permettre une mise en place optimale des nouvelles actions curatives et correctives instaurées récemment par le Ministère de la Santé et de la Protection Sociale, y compris les nouveaux dispositifs du grand chantier de la protection sociale. |
