| المستخلص: | تعد الدينامية الحضرية بالمغرب من المواضيع التي استأثرت بالبحث العلمي والتدبير الترابي، لما أفرزته من إشكالات مجالية واقتصادية واجتماعية ... مما استوجب ضرورة الرجوع للتطورات التي عرفها التراب الوطني عامة والحضري بشكل خاص. والمدن الصغرى كتاهلة المدينة، أضحت اليوم تلعب دوراً محورياً في التنمية المستدامة، وحاجزاً وقائياً لهجرة الأهالي نحو المدن الكبيرة، فاس مثلاً. تميزت بدينامية مجالية وسوسيو - اقتصادية واضحة. ظهرت ملامحها خلال مختلف المراحل والفترات كانت لها انعكاسات سلبية أحياناً وإيجابية في أخرى. لقد ساهمت الهجرة القروية، في تسريع وثيرة النمو السكاني الكبير الذي عرفته المدينة، وزاد من تعميق الأوضاع بها، غياب وثائق تعميرية تضبطها وتحدد مسارات توسعها، في فترات معينة، مما أفرز مجالاً حضرياً مفككاً يحمل الكثير من العشوائية والتخبط، لذلك حاول المجلس الجماعي لتاهلة وضع مخطط لاحتواء الوضع وضبط المجال. لكل هذه الاعتبارات، ارتأينا معالجة مسألة الدينامية الحضرية بدير الأطلس المتوسط. حالة مدينة تاهلة. وتناولنا الموضوع تبعاً لكل مرحلة وفترة، واستنتجنا أشكال ومظاهر هذه التحولات. مما فرض علينا منهجياً تقسيم العمل إلى ثلاث نقط أساسية، تتوزع كالتالي: - المراحل التاريخية لنمو مدينة تاهلة - الاكراهات الناجمة عن التوسع العمراني للمدينة - أشكال التدخل المعتمدة لضبط التوسع المجالي للمدينة. Urban dynamism in Morocco is one of the themes that have reported on scientific research and land management, because of the issues it presented in the different spatial, economic, social fields... which have need to refer to the evolutions of the national territory in general and the urban in particular to understand them. Small towns, like the city of Tahla, today play a central role in sustainable development and a protective barrier for the migration of people to big cities, for example Fez. They are characterized by clear spatial and socio-economic dynamics. Its characteristics have appeared in different stages and periods, with negative repercussions at certain times and positive at others. The rural exodus contributed to accelerating the pace of significant population growth that the city experienced and to further deepen the crisis, the absence of architectural documents controlling it and determining its paths of expansion, in certain periods, which led to a disjointed urban area that carries a lot of randomness and confusion, so the collective council tried to qualify Scheme to contain the situation and adjust the space. For all these considerations, we have tried to address the issue of urban dynamism in the "Dir" of the Middle Atlas. Case of the city of Tahla. We have discussed the subject according to each stage and period, and we have concluded the forms and manifestations of these transformations. This has forced us to systematically divide our subject into three fundamental points, distributed as follows: - The historical stages of the growth of the city of Tahla. - Constraints resulting from the urban expansion of the city. -Approved forms of intervention to control urban expansion. |
