| المستخلص: | لازال الفساد الإداري يفتك بالمجتمع، وبثرواته، وأمواله، وقد تصاعد الأمر بحيث أصبح الشخص المستهدف للتقرب منه يشغل وظيفة إدارية مهمة، وقد تتصاعد قيمة الرشوة إلى أي حد، مقابل إنجاز معاملة، أو الالتفاف على القوانين لتحقيق أغراض غير مشروعة. فمظاهر الفساد الإداري بغياب الضبط والرقابة الإدارية المكافئة، أدى إلى ضعف مكانة القانون وقيمته بنظر الأفراد، ويجعلهم قادرين على تجاوزه في الكثير من الحالات، وعليه، لا يمكن أن ننكر أنه توجد علاقة بين المجتمع وظاهرة الفساد الإداري، فإذا كان المجتمع يفسد فما هو تفسير إنتاجه لعناصر مبدعة وفعالة، وإذا كان الفرد يفسد نفسه بنفسه فما سبب قيام أشخاص ذوو مناصب ونفوذ بعمليات هدر في الأموال. Administrative corruption still kills the individual and society, and its wealth and money, and the matter has escalated so that the person targeted for getting close to him occupies an important administrative position, and the value of the bribery may escalate to any extent, in exchange for completing a transaction, or circumventing laws to achieve illegal purposes. The manifestations of administrative corruption, in the absence of control and equivalent administrative oversight, have led to the weakening of the status and value of the law in the eyes of individuals, and makes them able to bypass it in many cases, and accordingly, we cannot deny that there is a relationship between society and the phenomenon of administrative corruption. For creative and effective elements, and if the individual spoils himself by himself, what is the reason for the waste of money by people with positions and influence. |
